Job Description

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements
  • Develops and implements, with key stakeholders, focused initiatives and appropriate strategies to address improved performance as guided by Tower Renewal, part of the Tower and Neighbourhood Revitalization program objectives such as, energy efficiency, environmental, social, economic and/or other building and community benefits by identifying and implementing projects, partnerships and coalitions that promote inter-sectoral linkages
  • Builds, maintains and/or coordinates networks and direct relationships with property owners, community representatives, service providers, governments and other institutions to develop and support innovative and practical approaches to achieve improved performance
  • Identifies need for and provides advice, mentoring, consultation support, information and referrals to property owners/managers, residents, community members, service providers and community organizations across the six components of Tower Renewal (Energy Efficiency, Water Efficiency, Waste Diversion, Community Building, Safety and Operations) to all project stakeholders
  • Completes building assessments with a focus on the six components of Tower Renewal (Energy Efficiency, Water Efficiency, Waste Diversion, Community Building, Safety and Operations)
  • Provides expertise and strategic advice to advance the social and economic development goals of Tower Renewal and Neighbourhood Revitalization strategies
  • Develops and implements opportunities for local community infrastructure and development initiatives within Tower and Neighbourhood Revitalization sites such as food production, space usage and development, resident engagement, training and job creation, and safety audits by convening and managing appropriate collaborations, and tracks progress
  • Initiates and manages inter-sectoral program partnerships, networks and integrated service planning related to project objectives
  • Engages tenants, property owners, property managers and various stakeholders at the neighbourhood sites through site visits, meetings, workshops, design charrettes, etc., integrating City strategic objectives including the work of Neighbourhood Action and other Human Service System planning tables within Neighbourhood Improvement Areas, Climate Change and Sustainable Energy Plan, Long-term Waste Management Strategy
  • Consults and liaises cooperatively with staff of City divisions, agencies, boards, and commissions, community groups and agencies, service providers and other levels of governments to identify needs and develop and support innovative, appropriate and accessible responses
  • Works with and assists other City-wide divisional staff to enhance their place-based community development skills through consultation and education on community development, access and equity and advocacy to ensure the incorporation of community development principles in divisional programs
  • Coordinates City divisions and agency activities to ensure adherence to common goals and strategies, to minimize duplication and maximize efficient use of resources; coordinate and ensure the delivery of all documentation necessary to support these activities; Examples include Toronto Police Services, Toronto Community Housing, United Way, Metcalfe Foundation, Evergreen Brickworks, Toronto Hydro
  • Determines and defines opportunities for and coordinates partnerships and sponsorship contributions
  • Secures and/or assists groups in negotiating monetary and non-monetary resources
  • Administers project budgets ensuring that expenditures are controlled and maintained within approved budget limits
  • Prepares Terms of Reference and Request for Proposals in accordance with the City’s policies and procedures
  • Communicates and interprets relevant policies, programs and initiatives to the community and building owner/managers through meetings and presentations
  • Acts as a resource for City staff and politicians in identifying and acting on current and anticipated community needs and issues
  • Participates in feasibility studies, pilot projects and initiatives to assess innovative approaches to improved performance by negotiating participation with property owners, designing the initiative, monitoring progress, assessing outcomes and providing findings and documentation to the appropriate project lead
  • Prepares and delivers presentations for public meetings, as well as represents the City at community meetings and stakeholder groups

Key Qualifications:

  1. Considerable experience in planning, public policy, environmental studies, engineering, building sciences and/or community development.
  2. Experience in delivery of programs to achieve sustainable building practices, such as energy / water efficiency and conservation programs, waste diversion programs, property management practices or tenant education.
  3. Experience in the development, design and delivery of community engagement and consultation processes.
  4. Experience utilizing a place based (local level) approach; identifying, building and sustaining community sponsorships/partnerships/ networks/ coalitions with effective and strategic solutions.
  5. Experience working with property owners, property managers and/or community organizations with multi-unit residential buildings.
  6. Post-secondary education in a discipline pertinent to the job function or equivalent combination of education and experience.
  7. Knowledge of developing and facilitating workshops and design charrettes with various stakeholders, including the City staff, tenants, property owners, local utilities companies, the public, community organizations, and business owners.
  8. Knowledge of project coordination including the definition of project purpose and objectives, project activities, milestones and deliverables, monitoring and tracking progress and communications with stakeholders.
  9. Knowledge of organizational development, inter-sectoral linkages, community capacity building and advocacy.
  10. Ability to use successful methods of leveraging financial and in-kind resources within the context of limited resources.
  11. Ability to establish effective working relationships with a variety of community and sector organizations, all City service areas, residents, representatives from various levels of government, elected officials and other related stakeholders.
  12. Knowledge of social marketing principles and techniques to influence behaviours that benefit individuals and communities for the greater social good.
  13. Ability to manage competing priorities and demands in an environment with high expectations and competing deadlines.
  14. Excellent written and oral communication skills including report writing and preparing and delivering presentations to various audiences.
  15. Possession of a valid Ontario Class “G” Driver’s License and access to a vehicle.
  16. Knowledge of relevant employment legislation including Employment Standards Act, Human Rights Act, and the Occupational Health & Safety Act
  17. Ability to prepare Terms of Reference and Requests for Proposals.
  18. Excellent negotiating, conflict resolution, project and issues management and problem solving skills.
  19. Highly developed interpersonal, public and human relation skills to build and maintain effective relationships and partnerships with all stakeholders.
  20. Ability to work flexible hours, which may include overtime, shift work, evenings and weekends.
