The Compensation & Benefits Analyst collaborates on the design, development, implementation, and communication of compensation and benefits solutions that support and align with Wilfrid Laurier University’s compensation principles and HR strategies and objectives. With expertise in analysis and administration, this position is responsible for assessing the competitive marketplace in making recommendations on programs, policies, and practices which aid in the attraction, retention and engagement of talent. The Analyst serves a first point of contact on benefit and compensation matters. The Analyst uses a high level of discretion and sound judgement in dealing with confidential Human Resource information and demonstrates independence and problem solving ability in dealing with inquiries from internal and external clients.

Accountabilities : Benefits Administration

 

  • Provides subject matter expertise on the WLU benefits plans, contracts, and applicable collective agreement language and promptly and accurately handles inquiries from HR colleagues and plan participants.
  • Takes action to find solutions to employee benefits claim issues in collaboration with the insurance provider and consultant, and deals professionally and empathetically with employees who may be upset or experiencing difficult situations.
  • Facilitates employee enrolment through on-boarding software and brings forward required changes in process flow.
  • Advises and supports managers and staff on leave related policies and procedures (e.g. maternity/parental leave; educational leave).
  • Assesses employee eligibility for benefits, processes changes, and ensures proper authorizations are obtained and communicated to payroll and the insurance provider in a timely manner.
  • Maintains and ensures HRIS and insurance provider’s online benefit system accurately reflect employee and dependent eligibility statuses; processes monthly remittances and balances related to Laurier GL accounts.
  • Collaborates with Manager in the annual benefit program renewal process, and communicates and implements premium changes.
  • Advises insurance provider of negotiated changes in coverage, new plan divisions and new classes; reviews contract changes and draft benefits booklets for accuracy prior to implementation and coordinates with payroll to ensure changes are reflected in the system.
  • Collaborates in the authoring and design of benefits communications and the development of information sessions and training.
  • Researches and conducts benefits surveys and analyzes data as required in support of Manager, HR, and Labour Relations colleagues.

Compensation

  • Creates and conducts market specific surveys and participates in compensation surveys and special studies in support of recruitment and retention activities and strategies, and to inform salary and labour relations planning and decisions.
  • Collaborates with Manager to establish annual compensation planning activities.
  • Provides analysis for and coordinates execution of the annual salary increase processes, merit review and performance appraisal processes, salary grade and step rate adjustments, and drafts related communications.
  • Supports the preparation of briefings and proposals for approval by the Presidents Group and the HR and Compensation Sub-committee of the Board.
  • Analyzes and recommends options related to one time market adjustments, temporary stipends, and new job categories.
  • Supports Manager in Pay Equity reviews and analysis.

Job Evaluation Administration

  • Administers the Wilfrid Laurier Staff Association/OSSTF Joint Job Evaluation Committee process for unionized staff and the Hay Job Evaluation process for non-unionized management and staff.
  • Receives and reviews job evaluation questionnaires/job descriptions and reconsideration requests, follows up to clarify as required; and prepares documentation for evaluation committee, and tracks receipt and requests.
  • Schedules and chairs monthly Job Evaluation Committee meetings and weekly steering committee meetings, ensuring quorum.
  • Ensures job evaluation results are entered accurately into Banner and produces job evaluation reports.
  • Sets up new job classes in Banner and ensures new positions and incumbents are appropriately assigned to existing job classes.
  • Calculates applicable retroactive pay in accordance with the Job Evaluation guidelines.
  • Tracks incumbent tenure in new WLUSA jobs, requesting completion of Job Analysis Questionnaire in accordance with the collective agreement; follows-up on outstanding questionnaires with employee and manager.

Program and Project Administration

  • collaborates with the Director and team in the design and delivery of the total rewards strategy, policies, programs and processes.
  • Identifies opportunities for system enhancements and efficiencies in all compensation and benefit processes; recommends and implements process changes to support efficient and high quality program delivery.
  • Anticipates and brings forward to management and HR colleagues opportunities and developments that will impact policies and administration and takes action.
  • Develops and maintains accurate and current documentation of Compensation, Job Evaluation, and Benefits programs and projects.
  • Conducts analysis of HR data and utilizes Banner/HRIS, Advanced Excel, and COGNOS to create reports, graphs, and charts in support of benefit and compensation programs.
  • Responds verbally or in writing to inquiries, complaints, or problems providing information requiring comprehensive knowledge of policies and procedures.
  • Provides back-up to the Pension and Benefits Specialist.

Qualifications :

  • Undergraduate University degree or equivalent education and experience in Human Resources or related field, working toward professional designations in compensation and benefits: CCP, and CBP or CEBS.
  • Minimum of 3 years progressive experience in compensation and benefits administration and analysis, preferably in both unionized and non-unionized environments.
  • Sound knowledge and understanding of employee group benefits, compensation, and project management concepts, tools and administration.
  • Experience with job evaluation principles, design, and ongoing administration.
  • Advanced technical skills in Microsoft Excel with demonstrated proficiency in ERP software and reporting packages (e.g. Banner, and Cognos).
  • Strong data analysis skills
  • Knowledge and understanding of employment law and regulations, legislative issues and industry trends relating to Human Resources.
  • Abilities to organize, set priorities, and complete multiple projects within established deadlines and work with a sense of urgency while maintaining a strong attention to detail.
  • Ability to work collaboratively with cross functional teams and build relationships with external suppliers and colleagues.
  • Demonstrates independent thought and conceptual, critical, and analytical thinking.
  • Anticipates, takes initiative, develops options and facilitates decision making.
  • Provides clear, concise, and effective verbal and written communications.
  • Displays a high level of responsiveness, customer service and professionalism, adjusting comfortably to the needs of diverse audiences (President, Management, Faculty, Staff and Union Representatives).

Grade : EX-G
Salary : $57,481 – $71,851
Salary Notes : This is a full-time, limited term position with an anticipated start date of April 20, 2018 until April 20, 2019.
The hours of work are Monday – Friday 8:30am – 4:30pm.
