Job Description

Reporting to the Senior Financial Analyst, the incumbent in this position will prepare year end working papers and assist in the preparation of financial statements, analyze transactions and balances, work with the City Agencies for year-end reporting.

  • Analyzes, reconciles and monitors the City’s more complex general ledger
  • Reconciles, analyzes and prepares working papers to assist with the preparation of the Corporation’s annual financial statements, Sinking Fund, Provincial Financial Information Return and other financial and statistical reports
  • Monitors to ensure internal controls are followed in accordance with City By-laws (financial control by-law) and policies
  • Prepares, reviews and posts journal entries
  • Reviews financial system reports to identify potential errors and omissions and takes corrective action
  • Creates/executes ad hoc financial system reports for analysis purposes
  • Directs, and provides advice and guidance to other accounting staff
  • Liaises with the external auditors, providing the required information, support and reconciliations to ensure successful audit of the various statements
  • Monitors relevant Provincial statutes and regulations, City by-laws and/or Council direction, agreements for any changes
  • Coordinates the setup of appropriate cost elements and costs centres
  • Liaises with Agencies and divisions to ensure the accurate and timely billing and accounting of capital and operating budget reserve fund transfers and year-end reconciliation of inter-company balances
  • Provides work direction, coordination, and guidance to assigned staff
  • Provides input into the design of databases
  • Develops and writes computer reports using corporate financial software
  • Participates in the design and development of new corporate accounting procedures and policies
  • Prepares bank reconciliations, account reconciliations, intercompany reconciliations
  • Reviews financial system reports to identify potential errors and omissions and takes corrective action

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Present enrollment towards the CPA Professional designation (e.g. CPA Professional Education Program (PEP), completed Core 1 and 2 course requirements) or the equivalent combination of education and/or experience.
  2. Extensive accounting experience in a public or private sector accounting environment.
  3. Extensive experience with computer based accounting systems, e.g. SAP.
  4. Considerable experience with Microsoft Office Suite (e.g. MS Excel, Word, and Access).
  5. Experience in providing work direction, training, guidance and support to staff.

You must also have:

  • Excellent organizational, and multi-tasking skills with the ability to work independently with minimum supervision, prioritize work schedules, plan and execute assigned duties within timelines.
  • Excellent analytical, interpersonal, conflict resolution and problem solving skills.
  • Strong ability to communicate effectively, both orally and in writing, with various levels of staff within the City and other organizations.
  • Knowledge of municipal accounting principles and practices.
  • Advanced knowledge of financial and internal controls.
  • Knowledge of Public Sector Accounting Board (PSAB) standards.
  • Knowledge of relevant policies, procedures, and federal and provincial legislation that would be relevant to this position.
  • Familiarity with government legislation in the area of Occupational Health & Safety.
  • Ability to work overtime as required.
