- Performs skilled trade work and is responsible for electrical, electronic instrumentation equipment and control system overhauling, installation and maintenance of all processes in an advanced Water or Wastewater Facility environment.
- Trains, directs, assists and supports skilled, semi-skilled, and unskilled staff as required. Takes a leadership role and is accountable for individual and team performance in achieving work area objectives. Fosters and supports a team environment.
- Inspects, tests, records, monitors, and performs analysis, evaluation, selection, integration, installation and maintenance on electrical, electronic and instrumentation control devices and systems used in major Water/Wastewater facilities and ensures compliance to all regulatory requirements and procedures.
- Assists in the maintenance and cleaning of work areas.
- Utilizes process operations, sampling and laboratory analysis results to interpret equipment performance. Performs laboratory tests, checks and calibration as required.
- Utilizes a number of different computerized software systems, such as Process Control System (PCS) involving a SCADA based system as well as a Performance and Operations Management System (POMS), a Work Management System (WMS), a Statistical Process Control (SPC), a Laboratory Information Management System (LIMS), and other related technology.
- Makes timely decisions and addresses/responds to alarm conditions and emergencies.
- Provides, updates and maintains the required documentation of all work area electrical maintenance activities.
- Initiates and expedites material purchase orders, issues tracking and payment documents, receives materials, maintains inventories and records using computerized systems.
Your application must describe your qualifications as they relate to:
- Must be licensed in the Province of Ontario as a Maintenance/Construction Electrician (Ontario Reg. 32 Class 309A or R.R.O. 1970 as amended by 78-71) or as an Industrial Electrician (License 442A, Trades Qualification and Apprenticeship Act, R.S.O. 1990).
- Must have a Grade 12 diploma, or equivalent as recognized by the Ministry of Environment (MOE).
- Thorough knowledge and experience in the generation, maintenance and repair of equipment for the distribution and use of electrical energy at different voltages up to class 35 kilo volts.
- Must possess a thorough knowledge of computers including operation of various software programs (e.g. Work Management System) and ability to make necessary calculations and interpret data.
- Must possess and be able to maintain a valid Province of Ontario Class “G” licence and qualify for the City’s equipment operating permits and requirements, as determined by work location.
- Graduate of a Community College programme in Industrial Electronic and Instrumentation control systems or equivalent considerable practical experience. Must possess required Electronic/Instrumentation and Electrical competencies as determined by the City’s Toronto Water Division.

- On-The-Job Training Program (Approximately 12 Months)
Should a successful candidate be employed without possessing the Instrumentation competencies required of this position, he/she will be required to progress through the various levels of the City’s “EICT On the Job Training Program” by successfully passing the assessment requirements in accordance with the current training schedule.
Employees in this program shall receive the rates of pay applicable to the training rates for the EICT classification set out below:
- Training Rate 1: $37.24 (for first 6 months)
- Training Rate 2: $37.90 (6th to 9th month)
- Training Rate 3: $38.66 (after 9th month)
- Training Rate 4: $39.54 (after 12 month)
You must also have:
- Must obtain through examination by an agency recognized by the MOE, a valid Class 1 Operators License/Certificate in the appropriate discipline as per the applicable legislation within 90 days from their employment start date. Should the incumbent be employed without holding any Operator Certification/License or an Operator-in-Training OIT License, he/she will be required to write and pass the Level 1 certification exam in the appropriate discipline within 90 days from their respective start date in this position.
- Must be able to obtain within 90 days an Industrial Maintenance Gas Technician license and be able to maintain same, as determined by work location.
- Must be able to obtain within 90 days a Forklift Operators certificate and be able to maintain same, as determined by work location.
- Thorough knowledge of the maintenance, repair and troubleshooting of programmable controllers, remote terminal units and data communications circuits, pneumatic and hydraulic instrumentation.
- Thorough understanding of the principals, standard methods, technology, materials and tools used in the EICT (Electrical/Electronic/Instrumentation Control principles).
- Must be familiar with the Occupational Health and Safety Act, Environmental legislation and the policies, procedures and regulations that apply to this work and have practical knowledge and be conversant with the current Ontario Electrical Safety Code and its practices.
- Demonstrated ability to read, interpret and prepare layouts, diagrams, schematics and manuals.
- Knowledge of electrical controls and monitors as applied to programmable logic controllers, motor types, motor magnetic center, lockouts and grounding.
- Knowledge of oxyacetylene cutting, brazing, soldering and heat treatment of metals.
- Knowledge of the processes, procedures and equipment used in the relevant advanced wastewater or water treatment operations/distribution and collection systems.
- A thorough knowledge, experience and ability to work in an environment using hazardous chemicals associated with the water/wastewater treatment processes.
- Demonstrated strong interpersonal skills such as coaching, initiative, conflict resolution, problem solving, teamwork effectiveness and an ability to effectively communicate both orally and in writing.
- Demonstrated strong analytical and problem solving skills and interest in continuous learning and improvement.
- Knowledge of sampling techniques and laboratory procedures with the ability to interpret and recommend process adjustments if required.
- Must be available to work rotating shifts/weekend/overtime/on call duty as per Collective Agreement.
