Reports to the Manager of the Surveillance and Epidemiology Unit and provides epidemiological expertise including knowledge related to the collection, analysis, interpretation and reporting of data, for assessing population health status. Acts as a consultant on epidemiological, statistical and evaluative methods.
- Initiates, plans, designs, organizes, implements and evaluates epidemiological research on factors that affect the health of the population in Toronto and the need for and delivery of public health services and policies.
- Develops, analyzes, monitors and reports population health indicators. Performs epidemiological analyses, interprets results, and summarizes relevant findings. Identifies emerging issues and trends related to the health status and related determinants of various population groups. Proposes action as appropriate.
- Develops and applies quality assurance methods and production standards for epidemiological analysis and reporting.
- Identifies data gaps and proposes solutions.
- Writes reports and uses appropriate data visualization techniques to present results in a meaningful and appropriate format for the audience.
- Promotes and facilitates the use of epidemiological evidence by assisting with knowledge integration for program and service planning, monitoring and evaluation.
- Prepares and delivers presentations on population health information and related epidemiological issues for staff, the public, and external agencies as required.
- Provides consultation, training and support to Toronto Public Health and other City staff on research, population health status and epidemiological, statistical, survey and evaluative methods as directed.
- Responds to requests for population health status information from staff, the public, external agencies and community organizations, and the media as directed.
- Identifies opportunities and funding sources that support population health surveillance and assessment and prepares grant applications to support research.
- Chairs or participates as a member of internal work groups and committees and represents the Medical Officer of Health on external work groups and committees.
- Liaises with provincial ministries, health units, research and information organizations, other city divisions, external agencies and partners to provide access to current epidemiological and population health status knowledge and for collaborative initiatives.
- Prepares reports for the Board of Health, City Council and its Committees, and external organizations for the signature of the Medical Officer of Health or other management staff as directed.
Your application must describe your qualifications as they relate to:
- Masters Degree in Epidemiology or related discipline or the approved equivalent combination of education and related extensive experience.
- Experience working with standard Ontario population health data (e.g. IntelliHealth, BORN Ontario, EDI, OHIP, and Census) and indicators used for surveillance and population health assessment, preferably in a public health agency or related setting.
- Experience working on cyrrent population health issues, the social determinants of health and health inequalities.
- Extensive experience using statistical software such as, SAS, SPSS, Epi-Info and familiarity using Word, Excel, PowerPoint, Access and other software packages and programming languages currently used to collect, analyze and report epidemiological data in Ontario.
You must also have:
- Knowledge and skills in epidemiological and statistical methods, data analysis and interpretation, applied research, conducting literature reviews and current related best practices.
- Excellent organizational and project management skills with the ability to meet competing priorities.
- Ability to take initiative, communicate effectively, to prepare written reports, and make oral presentations.
- Ability to work effectively with staff and to utilize positive problem solving solutions, including negotiation and motivation.
- Sound knowledge of current public health issues, the theory and application of epidemiological concepts, trend analysis and forecasting and quality assurance principles.
- Ability to work in a high pressure environment and respond to competing priorities.
- Ability to work flexible hours (i.e. occasional evenings and weekends) when necessary.
