Finance Officer (Part-time, Contract)

PURPOSE OF THE POSITION

To provide Senior level financial services for the agency’s accounting processes, which includes, but is not limited to managing the accounts receivable, accounts payable, month end close, tax-creditable receipts, along with providing payroll and benefit administration for the organization.

SCOPE

To work in conjunction with the Executive Assistant to maintain an efficient and well run Finance and Administration Department.  This position reports to the Executive Director.

RESPONSIBILITIES

  1. Accounts Receivable
  1. Records account receivables including government funding and donations; maintains and has knowledge regarding the source of money flowing through the various accounts;
  2. Enters month end entries into the Accounting software for accounts receivables;
  1. Accounts Payable
  1. Posts invoices bi-monthly (15th and 30th) using the Accounting software.  During the posting, monitors and confirms invoices are posted to the correct budget line item and reviews discrepancies in comparison with the budget;
  2. Continuously monitors efficiencies in the payables department with improvements as necessary.
  1. Payroll Administration & Benefits
  1. Prepares payroll on a bi-weekly basis using ADP Software and Services, and prepares financial administration of Benefits documentation along with appropriate and necessary journal entries;
  2. Prepares and posts to the bi-weekly payroll journal entry using ADP reports.
  1. Month End
  1. Performs month end procedures and reconciles all accounts using Simply Accounting software;
  2. Prepares and posts all recurring entries, bank clearing accounts, cash receipts, and payables;
  3. Prepares and posts bank reconciliation;
  4. Compares appropriate reports to ensure all processes are accurate;
  5. Prepares trial balance analysis and makes appropriate adjustments where necessary;
  6. Prepares month end package for review by the Executive Director.
  1. Financial Monitoring
  1. Assists with the ongoing financial monitoring with respect to cash flow and spending requirements throughout the year
  2. Assists with In-year Reallocation as required by the Ministry of Health
  1. Annual Audit
  1. Responsible for preparing for the annual audit and all working papers related
  1. Performs other related duties as required within the Financial and Administration Department.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge

The Financial Officer must have proficient knowledge in the following areas:

  • GAAP – Generally Accepted Accounting Principles;
  • Accounting software (Simply Accounting and Quickbooks) and maintain up to date training;
  • Charities Directorate information, specifically around tax-creditable and in-kind receipts.

Skills

The Financial Officer must demonstrate skills in the following areas:

  • Analytical and problem solving;
  • Highly organized and efficient; excellent attention to detail;

Personal Attributes

The Financial Officer must demonstrate the following personal attributes:

  • Responsible and conscientious;
  • Honest and trustworthy;
  • Ability to work with little or no supervision;
  • Understanding of confidentiality issues related to staffing issues, management issues, along with general rules of confidentiality.

HOURS OF WORK

  • This is a part time position that requires one day in the office (5 hour day), with potential for remote work outside of the day in the office.

Post-secondary degree/diploma in health, social work, education, counseling or equivalent work experience;
Extensive knowledge of Aboriginal approaches, world view, history, issues, culture and traditions;
Demonstrated ability to incorporate GIPA and MEPA into program and service development, implementation and evaluation;
Experience supervising staff providing counseling and/or supports to Aboriginal people and Aboriginal People living with HIV/AIDS;
Familiarity with Ocase and Ochart reporting tools;
Strong interpersonal, verbal and written communications skills;
Ability to maintain a high degree of confidentiality;
Demonstrated understanding and commitment to harm reduction;
Ability to speak an Aboriginal language would be an asset;
Must have a valid driver’s license;
Ability to travel throughout the province regularly and work flexible hours is required

DUTIES:

Objectively and actively ensures that day-to-day staff and programming adhere to the goals and objectives, the Personnel Policy of the Strategy and legislative and regulatory requirements;
Conduct annual employee performance evaluations;
Be proactive towards risk assessment and management issues which may arise:
Identify and approve service and staff requests within mandated, legislative and budgetary restrictions;
Ensures pertinent information is included in secure personnel files;
Oversees the development, compilation and dissemination of new resources appropriate for or developed by the Strategy staff;
Identifies and facilitates individual and team training and skill development;
Maintain good working relationships and collaborative arrangements with community groups, funders, politicians and other organizations to help achieve the goals of the organization in consultation with the Executive Director
