Job Description

The Manager Business Intelligence and Performance Management will play a critical role in the Toronto Employment and Social Services division which is the City’s largest operating division and responsible for providing financial benefits and employment and social supports to some of the City’s most vulnerable residents.

We are seeking a skilled and experienced Business Intelligence Leader capable of supporting the division as we pursue a number of strategic initiatives designed to improve the design and delivery of our services and the experiences of our service users, as well as position the division to support broader City poverty reduction priorities. This position will play a formative role in devising key division-wide business intelligence and performance metrics, support the development of a knowledge and data management strategy, and ultimately will inform and collaborate with the division’s strategic decision-makers to ensure decisions are made with a strong evidence-base and founded in sound business intelligence and organizational performance data.

Major Responsibilities:

  • Manages the design, development, implementation, and maintenance of business intelligence capacities and information within TESS.
  • Manages the design, development, implementation, and maintenance of divisional performance metrics systems including frameworks, policies, practices, procedures and processes for developing, operating, tracking, reporting and using same in strategic management, portfolio management and external accountabilities (provincial, city, cluster and divisional scorecards and reports)
  • Uses business intelligence systems and analytic capabilities to support key business and service delivery functions including audit and program integrity, financial reporting (e.g. FPAR), program evaluation, risk identification/mitigation, forecasting, staff development, and service integration and improvement initiatives
  • Provides strategic advice and makes recommendations to the division’s Senior Management Team related to information management and business intelligence solutions
  • Manages the development, implementation and maintenance of front line case management information systems and performance management dashboards to support the optimization of front line performance.
  • Supports development of reports and analyses to divisional senior management, the Deputy City Manager, Council related to strategic divisional business and operational service delivery functions, key service demand and service use data, outcome and geographic reporting, as well as ad hoc and what-if scenario-based analyses on Ontario Works caseloads and demographics.
  • Maintains productive and effective relationships with corporate business intelligence units and supports growth of business intelligence initiatives across the City.
  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Manages the activities of the unit in the implementation and on-going maintenance of information management, business process, business intelligence and analytics.
  • Formulates and implements Unit delivery standards, policies and procedures to ensure that the information communicated by the Business Intelligence Unit is accurate, comprehensive, clear, and meets required Division’s quality and service standards.
  • Represents the division by providing leadership and technical expertise at project, community consultation, partnership and Committee meetings with Members of Council, service providers, various levels of government, outside agencies and community groups and other stakeholders to support strategic divisional and corporate initiatives.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
  • Establishes effective and collaborative working relationships with the division’s senior management team, other City divisions and stakeholders, external agencies, other levels of government, etc.

Key Qualifications:

  1. Extensive experience developing and maintaining a business intelligence / performance management program and reporting framework that includes using business intelligence software at an advanced level and creating performance management reports
  2. Considerable experience using business intelligence systems and analytic capabilities to support key organizational, administrative and service delivery functions including audit and program integrity, financial reporting, program evaluation, risk identification/mitigation, forecasting, staff development, and business improvement initiatives.
  3. Considerable Project management experience combined with supervising staff to achieve business deliverables
  4. University degree in Information Systems or Business Administration combined with relevant business intelligence or information technology, or an equivalent combination of education and/or related experience
  5. Advanced knowledge of database applications (i.e., social assistance or similar human service subsystem data, census Canada, data warehouses, data marts and business intelligence tools) to interpret and analyze complex business performance data.
  6. Knowledge of database queries and mathematical / statistical tools.
  7. Knowledge of emerging business intelligence technologies and practices.
  8. Experience writing and editing reports, briefing notes and other communication products.
  9. Excellent oral communication, presentation and interpersonal skills to deal effectively with IT technical staff, business unit staff, and senior management.
  10. Excellent presentation and writing skills and the ability to communicate performance measurement information in a manner that is understandable to a wide range of individuals.
  11. Knowledge of human services in a municipal government work environment, highly desirable.
  12. Ability to develop and administer budgets to ensure unit fiscal accountability and effective use of resources.
  13. Must be familiar with government legislation in the area of occupational health and safety.
