General Accountabilities

Accountable for management of overall ISD portfolio health, reporting, metrics and information with respect to planning, strategy, budget and programs, compliance, performance targets and continuous improvement. Responsible to ensure monthly reporting deadlines are met in a timely and consistent manner. Responsible for identifying cost effective opportunities to improve operational efficiencies associated with financial and accomplishment inputs. Accountable for all financial aspects including development of annual work project/program, resourcing requirements and management of work program activities for timeliness, cost control, and quality.

Specific Accountabilities:

  • Work closely with a variety of groups within the Company on several aspects of the annual program development and delivery function, including investment plan, business plan, budget, business case approvals, planning activities focusing on the integration of system and technology plans with the goals, objectives, budgets and strategies of the various line organizations.

Through collateral relationships within ISD and other stakeholders provide the following:

  • Provide input and details on the line of business system needs in support of the preparation of the 1 to 5 year Investment Plan and multiyear work program.
  • Develop annual work program with the necessary reporting requirements to implement the approved Investment Plan
  • Define 3-5 year resourcing requirements and the mix of resources keeping in mind the labour agreements
  • Manage work program activities for timeliness, cost control, completeness and quality
  • Monitor and report the businesses’ financial performance against plan and initiative required corrective actions as necessary
  • Ensure Hydro One has adequate, timely, and accurate business information to support planning, regulatory and performance monitoring activities
  • Provide input to support Hydro One regulatory strategies and submissions
  • Manage systems in place to meet due diligence requirements related to work program activities including control and audit functions.

Managerial Accountabilities

Manage the portfolio and achieve the approved programs and results through:

1. Accountability for the outputs of others:

  • Set the appropriate context for peer managers (i.e., Hydro One and Divisions’ strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.).
  • Set appropriate expectations, priorities and context for supervising subordinates.
  • Work with supervising subordinates to set an effective framework of policies and procedures for the work of the unit.
  • Set an effective framework of policies and procedures for the work of the portfolio.
  • Know and ensure own and subordinates’ compliance with all legal and regulatory requirements, and all corporate policies and procedures, and generally accepted practices relating to the work of the businesses.
  • Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes affecting their work, and continuous improvement opportunities. –
  • Provide and maintain systems and infrastructure necessary to sustain the business.

2. Maintaining a team of subordinates who are capable of producing the outputs required:

  • Ensure subordinates are able and willing to produce the desired outputs, and that subordinate managers continually improve the processes for achieving outputs.
  • Assess staff capability to do the required work, now and in the future.
  • Conduct personal effectiveness reviews of subordinate managers/specialists to build relationships and trust, and to improve effectiveness.
  • Mentor and counsel subordinates – once-removed.
  • Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes affecting their work and continuous improvement opportunities.

3. Providing leadership to subordinates, so that they collaborate competently, and with full commitment, with each other in pursuing the goals set:

  • Translate the Hydro One and Divisions’ goals and objectives into a direction which guides the operation of the business.
  • Communicate that direction to all staff.
  • Define specific tasks for subordinates who are required to achieve desired results and/or to accommodate changes required within the business operations.
  • Communicate expectations regarding the collateral relationship among subordinate managers and specialists.

4. Providing a safe and healthy work environment:

  • Provide subordinates with appropriate knowledge, skills, information, work procedures and equipment to facilitate responsible behaviour which will protect their safety and contribute to their health.
  • Provide a work environment and facilities where health and safety incidents are minimized and employees contribute without the fear of reprisals.
  • Provide a work environment that supports and values diversity, and is free from harassment.
  • Know and ensure subordinates comply with all legal and regulatory requirements, corporate policies and procedures, and generally accepted practices relating to their work.

5. Demonstrating stewardship of the assets and resources:

  • Ensure every reasonable precaution is taken for the protection of subordinates, the environment and the assets.
  • Provide for security of human and physical resources including information appropriate strategic decisions in their sphere of control.

Selection Criteria:

Technical Knowledge:

  • BA or other equivalent education
  • Requires experience related to business planning and budgeting, work program development and prioritization, business case approval processes and policy development.
  • Requires a knowledge of business writing for the preparation of business planning documents, presentations, business case approval documents, briefing materials, etc.

Demonstrated Management Skills:

  • Team leadership – ability to take a role as leader of a team or other group
  • Client–Service Orientation – desire to help others, to understand and then meet their needs.
  • Excellent communication and facilitation skills.
  • Initiative – takes proactive action wherever possible.
  • Team player – able to work with others as part of a team, as opposed to working separately or competitively.
  • Business Focus – ability to understand business objectives and translate them into technical requirements and solutions.
  • Demonstrated leadership and managerial competency to manage a team of professionals, establish priorities and adapt to changing conditions.
  • Ability to achieve consensus (or buy-in where consensus cannot be reached) on requirements translating into business applications.
  • Demonstrated interpersonal skills to relate well to management, peers and frontline business.
  • Strong IT and business acumen
  • Strategic business thinking – Ability to use their unique skill as a business/IT translator to help executives and management make appropriate strategic decisions in their sphere of control.
