Manager, Clinical Services & Drug Plan Management

The position of Manager, Clinical Services & Drug Plan Management is responsible for the successful management of all activities related to the development and maintenance of Express Scripts Canada’s pharmacy benefit solutions.

This role is responsible for leading formulary development, clinical support, drug evaluation, and data analysis activities. In addition the Manager, Clinical Services & Drug Plan Management is also responsible for guiding the development of new clinical products and for supporting the maintenance and enhancement of existing products.  The Manager is required to work closely with subject matter experts to ensure that all existing products are properly documented and takes a leadership role in the development and delivery of new products.  This position is responsible for managing overall product strategies, including, full understanding of market potential and customer requirements.


  • Lead the development and implementation of clinical formularies and programs to ensure that Express Scripts Canada’s strategic objectives and customer needs are met.
  • Champion ESC’s Drug Evaluation Committee (DEC) and Validation (VAL) meetings:
  • Direct the review of new drugs for incorporation into managed formularies and programs
  • Identify and target specific drugs or therapy classes for continual clinical review, monitoring, reporting, and follow-up.
  • Monitor and communicate changes in provincial or federal pharmacy legislations, assess impact, and collaborate with internal teams to build action plan as appropriate.
  • Perform data analyses and provide information on drug utilization and cost.
  • Monitor newsworthy clinical or reimbursement-related reports, analyses, and trials. Assess impact and communicate to customers
  • Co-lead the development and delivery of ESC’s annual Outcomes conference and Drug Trend Report
  • Lead ESC’s Prior Authorization development and administration including reimbursement navigation
  • Provide strategic direction and sound clinical expertise to cross-functional committees for ESC’s specialty clinical products and services
  • Lead the Drug Plan Management team to provide consultations on drug plan design to meet customers’ business needs and manage plan updates to ensure accuracy during the drug claim adjudication process
  • Provide clinical support for customer product inquiries, drug utilization reviews, trend analyses, sales presentations, and requests for proposals


  • BS in Pharmacy; Doctor of Pharmacy preferred.
  • Minimum 8-12 years of relevant experience; minimum of 3-5 years experience in direct patient care.Advanced clinical experience/training/certifications preferred.
  • License to practice pharmacy in Canada
  • Microsoft office experience
  • Strong organizational, communication (written, oral, and presentation) and PC skills including advanced research skills
  • Working knowledge of the PBM and health care industry; Demonstrated ability to lead, oversee, and motivate cross-functional teams in a complex corporate environment; Ability to operate at both strategic and tactical levels; Ability to command respect through initiative, leadership, and technical competence; Business acumen, including strong financial skills and the ability to understand the bottom line impact of operations. Very good interpersonal/communication skills and strong leadership and people skills – can operate independently while contributing to the development of others.Excellent organizational skills combined with good analytical and planning skills.
  • Fully responsible for the supervision and guidance of Clinical Pharmacists, Clinical Services Associate, and Drug Plan Management Specialists. For example, provide guidance to Clinical Services Associate on preferred approach and level of details when responding to customer requests
  • Accountable to ensure expense is in-line with budget, monitor revenue, and adjust forecast as appropriate.
