General Accountabilities:

  • Provide specialist occupational health & safety and environmental technical support to lines of business and the senior management team to assist the company to achieve its business objectives.  Provide specialized technical and engineering expertise in areas of HSE management system and standards, operational plans, work methods and procedures, safety equipment, tools, material complaints & failures, hazardous agents, hazard identification, risk assessment, monitoring and control, legal compliance, electric and magnetic fields, H&S performance metrics / scorecards.
  • Provide the company with leadership and expertise in these areas including the development and recommendation of corporate policies, strategies and other governance documentation.  Design, lead and conduct projects and initiatives in areas of expertise to ensure compliance with corporate direction.
  • Initiate, plan, develop and conduct safety assessments and design reviews of occupational health and safety barriers, and conduct Health and Safety Reviews required by legislation or corporate direction to ensure compliance. Identify any non-compliance issues and root causes, and initiate any corrective actions to prevent recurrence and escalating the issue to ensure compliance, if necessary.
  • Conduct health and safety hazard identification and quantitative risk assessments to assess and prioritize health, safety and environmental risks and to determine the need to monitor and control actual or potential risks to employees, the public or the environment.  Identify and resolve difficult technical problems in the areas of expertise identified in Section 1, before situations result in adverse repercussions.
  • Consult, influence and maintain effective working relationships with a wide variety of stakeholders including governments, industry, employees, the general public, special interest groups etc. to enable the company meet its business objectives. Influence the formation and development of health and safety legislation in a manner that maintains value for its shareholder and enables the company to accomplish its business objectives. Evaluate the impact of new and amended legislation on the company and recommend strategic response. Represent the employer’s interest when dealing with the MOL, unions, and external agencies on health and safety issues such as strategic committees, regulatory activity and standards development.
  • Keep abreast of emerging occupational health & safety issues, regulations and industry trends in assigned fields of expertise.  Assess the technical, financial, and business significance of the proposed new or modified regulations, guidelines, standards and other requirements.  Communicate significant issues to the appropriate line management and provide support to the relevant Lines of Business in implementing the response to the issue.
  • In the area of electric and magnetic fields (EMF), provide specialized technical support to transmission system development projects including participation in public ‘town hall’ and other meetings with public interest groups to respond to EMF issues.  Monitor EMF research and related developments.
  • Identify and develop HSE-related research, design, and development needs.  Review, assess and approve contractor research methodologies.  Monitor and peer review contractor research products.  Assess and peer review relevant external HSE-related research for quality and appropriateness for application within the company.
  • Hire technical and engineering consultants to provide specialized services in the fields identified in Section 1, to meet workload needs.  Identify, assess and maintain a list of qualified consultants to conduct work. Develop scopes of work, detailed specifications and related contract management documentation.  Monitor and critically assess the scientific, engineering and other work of the consultant throughout the contract ensuring that problems are identified at the earliest opportunity and promptly resolved – only major issues referred to Supervisor for resolution.
  • Provide specialist technical support in response to health and safety emergencies.
  • Assist unit Supervisor by providing input to the planning of manpower, equipment and services procurement, and the preparation of annual budgets, work plans, progress and performance reports.

Selection Criteria:

  1. A four year post-secondary education in a business and/or health and safety discipline or the equivalent practical experience.
  2. Knowledge of the theoretical and practical application of health and safety management systems, work practices in a technical environment.
  3. Experience in management and motivating professional staff.
  4. Good knowledge of the Hydro One operational requirements and culture
  5. A strong business acumen; good knowledge of business fundamentals
  6. Excellent customer services to internal customers
  7. Excellent communication skills
  8. An excellent team leader and team builder

Managerial Accountabilities & Demonstrated Management Skills:

Manage the unit and achieve the targeted results through diligent and accurate oversight of process compliance and financial aspects of the department.

Maintain a team of subordinates who are capable of producing the outputs required:

  • Ensure subordinates are able and willing to produce the desired output, and that subordinate managers continually improve the processes for achieving those outputs.
  • Provide staffing recommendations for their function as requirements and objectives evolve, especially in the face of new systems, processes and procedures.
  • Conduct personal effectiveness reviews of subordinates managers/specialists to build relationships and trust, and to improve effectiveness.
  • Advocate the acquisition of appropriate tools and skills to optimize the performance of staff.
  • Mentor, counsel and foster the personal development of all subordinates.
  • Manage the unit and achieve the approved programs and targeted results through the promotion of teamwork between the various disciplines and LOB’s across Hydro One.
  • Generate a customer/client-focused culture, which consistently meets its promised commitments.
  • Optimize all resources and encourage innovative ways to reduce costs and improve efficiencies.

Be accountable for the outputs of others:

  • Set the appropriate context for subordinates (i.e. corporate strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.).
  • Set an effective framework of policies and procedures for the work of the unit.
  • Know and ensure own and subordinates’ compliance with all legal and regulatory requirements, and all corporate policies and procedures, and generally accepted practices relating to the work of the unit.
  • Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes affecting their work.
  • Provide leadership to subordinates, so that they collaborate competently, and with full commitment, with each other in pursuing the goals set.
  • Translate the corporate goals and objectives into a direction which guides the work of the unit and communicate that direction to all staff.
  • Define specific tasks for subordinates which are required to achieve desired results and/or to accommodate changes required within the business operations.
  • Communicate expectations regarding the collateral relationship among subordinates.

Provide a safe and healthy work environment:

  • Provide subordinates with appropriate knowledge, skills, information, work procedures and equipment to facilitate responsible behavior which will protect their safety and contribute to their health.

Demonstrate stewardship of the assets and resources:

  • Ensure the permeation of sound decision making within the department governed by an appreciation of the corporate context.
  • Consistently demonstrate thoughtful consideration of the broader ramifications of decisions made and actions  taken both personally and by subordinates.
