Conduct planning studies/assessments and prepare reports to develop and recommend preferred solutions to manage capacity and reliability of the transmission system for safe and secure operation
Participate in and undertake regional planning studies along with attending meetings with the IESO, LDCs, Stakeholders, LAC etc.
Develop load forecast for planning studies based on sound engineering principles and input from the LDCs, IESO and Hydro One Load Forecast Group
Annual review of historical load data base to ensure that there are no errors and omissions for the relevant regions
Lead, manage, participate and develop products related to Regional Infrastructure Planning and abide by deadlines as mandated by the Transmission System Code.
Develop business plans, budgets and regulatory submissions and ensure reporting systems such as SAP are kept current.
Plan, schedule and forecast major activities and communicate progress to management through project management software products such as MS Project.
Assist the System Planning Division in setting overall policy and direction for managing Hydro One’s transmission and distribution assets.
Assist in the conduct of operations research, technical/ economic/ environmental/ business/ regulatory impact assessments and other specialized studies to determine transmission and distribution customer/system needs.
Develop, recommend and obtain approvals for an integrated set of OM&A and Capital investment plans and programs to manage existing assets and commit new investments.
Engage customers and regulatory agencies in the buy in of proposed planning decisions.
Prepare comprehensive reports and specifications and present solutions, producing necessary documentation, as necessary.
Develop, define and prepare programs, processes, standards, procedures or methods related to the management of transmission/distribution assets.
Review and define maintenance programs in the work management systems, in reviewing asset condition reports and defect reports as well as in developing and using database application to monitor asset performance.
Provide guidance to and work with, other interested groups in the implementation of recommendations.
Prepare business cases for the management of transmission assets.
Prepare work specifications and contracts, and provide necessary technical direction to service providers.
Co-ordinate activities with Service Providers and stakeholders.
Monitor, control and redirect programs and projects.
Monitor service provider performance, report variances and give redirection if required.
Resolve issues through negotiation with the Service Provider, stakeholders and customer.
Work with the Service Providers to ensure capabilities to perform required works and in evaluating the contracting process for continuous improvement.
Discuss and negotiate with customers, stakeholders and Service Providers.
Be a technical resource and consultant on transmission/distribution asset management matters.
Liaise with other internal work groups, divisions and outside interests.
Maintain an awareness of advancing technology developments related to transmission/distribution assets.
Provide guidance to others as required, assist in resolution of work problems and train new staff in job responsibilities.
Guide and monitor staff assisting in the performance of the above duties.
Participate in professional development training in other departments or divisions across the company.
Perform other duties as required.
Essential Knowledge, Experience and Qualifications:
Conducting power system analysis studies using sophisticated computer software packages such as PSS/E.
Familiarity with IESO Market Rules, NERC, NPCC and Regional Planning process in Ontario.
Working with transmission customers in defining their requirements for new and upgraded connections.
Preparing evidence related to asset plans, programs & processes required for regulatory rate hearings, leave to construct applications, Environmental Assessment proceedings or other OEB hearings.
Preparing Customer Impact Assessment reports for customers and reviewing of system Impact Assessment studies conducted by the IESO.
Planning to provide for changing load and generation patterns in the province of Ontario to meet Local Area Supply requirements.
Must have detailed knowledge of electrical theory and principles underlying the design of electrical power systems and their protection and control systems.
Requires mathematics, information technology, analytical studies related to the application, design and performance of the transmission/distribution system.
This knowledge is normally acquired through the completion of four years of University training or equivalent.
Must have good working knowledge of the general utility investment planning and/or Hydro One Investment Planning, Systems and Processes.
Working knowledge of power system equipment, procedures and operating databases is an asset..
A graduate in electrical engineering from a recognized university with electric power system options is considered necessary.
A Registered Professional Engineer in the Province of Ontario or eligible to transfer from other jurisdiction.
Excellent analytical, written and oral communication skills.
Demonstrated team player, organization and planning skills; ability to work in a project environment, interfacing with experts, as well as customers, field staff and the project leader.
Participate and travel to NERC, NPCC, Regional Planning meetings and field locations and customer sites.
Up to seven years of experience is considered necessary to acquire the necessary skills.
This job requires periodic reassignments, for development purposes, within the Transmission System Development Division.
