Reporting to the Program Manager, Service System Planning & Policy Development Unit, this position provides leadership in the planning of early years’ service system and community processes. The Policy Development Officer will ensure that policy and program development is relevant to current research and evidence, through the collection and mobilization of quantitative and qualitative data.
- Researches and analyzes historical data on early years and ensures collection and retention of data and where appropriate, incorporates these data into early years planning.
- Supports local planning groups in disseminating results of local data collection, evaluation and planning activities.
- Builds capacity, awareness and understanding of early years’ research among community partners, and promote use of research and evaluation findings in evidence-informed decision-making.
- Ensures early years’ service system planning decisions are responsive to regularly reviewed community needs and priorities.
- Provides leadership for the ongoing development and sustainment of the Child and Family System by supporting the work of the Toronto Child and Family Network and the broader early years’ sector.
- Using relevant data, assesses the City of Toronto’s current child care and early learning services, identifies the impact of policy changes in other levels of government and identify opportunities for improved service delivery.
- Develops policies and provides leadership and support in the development, implementation and evaluation of policies, strategies and program recommendations to support the Divisions 2015-2019 Service Plan.
- Leads local knowledge mobilization and acts as a resource in the community related to early years’ research and data including the Early Development Instrument (EDI) and related community measures.
- Develops targets and criteria to measure the effectiveness and success of policy and programs.
- Monitors current social, economic and political issues that impact services to children and integrating those findings into relevant policy directions for the Division/Department/City.
- Researches and analyzes trends and activities related to children’s services, including forecasting needs and monitoring policy and program activities of other levels of government.
- Formulates and presents reports and policy recommendations to senior management and Council
- Liaises and negotiates with provincial staff, local levels of government, elected officials and community groups regarding the development of new policies and provides expert advice on the interpretation of City policies and initiatives.
- Works collaboratively to maintain close and effective working relationships with other City staff, other levels of government, community based service providers, service users, and the community, to ensure awareness of existing and evolving issues and concerns.
- Engages other stakeholders, service providers, local planning groups, advocates and constituents, in system and service analysis and development.
- Provides policy support and advice to the Division, City and community on the child and family system
- Manages the research and implementation of complex projects
- Prepares Committee/Council reports, accompanying briefing notes and other background information.
- Tracks Council directives and follows up on Committee/Council recommendations, e.g., correspondence from the Mayor to other governments.
- Prepares reports and makes presentations to Senior Management on the policy development process and the division’s policy initiatives.
- Identifies policy, resource and systems issues and gaps.
- Post-secondary education in related a discipline (e.g. social sciences, political science etc.) or an equivalent combination of education and experience
- Experience in policy development on a broad range of social issues specifically related to children and families.
- Experience with project management including development and implementation and evaluation of projects, along with the ability to meet deadlines.
- Experience in quantitative and qualitative research methodologies and practices, including tracking, collecting, summarizing, analyzing and reporting, both orally and writing on research findings.
- Considerable experience with electronic data base management and data manipulation using statistical analysis/database software, Microsoft Excel, PLSQL Developer and utilizing geographic software packages, for example: GIS, SAS, SPSS, ARCINFO and/or MAPINFO etc.
- Ability to engage community stakeholders through facilitation, consensus building and conflict resolution.
- Ability to communicate data in a variety of ways. (e.g. visualization)
- Knowledge of relevant issues and legislation, including Federal/Provincial/Municipal government roles/responsibilities, community relationships affecting the early learning system, collective agreements and occupational health and safety, etc.
- Excellent verbal and written communication skills, with an ability to communicate with a broad range of stakeholders from community representatives to senior management and political representatives.
