Working as part of a team in a fast paced environment where the main responsibility is to
ensure the sound management and delivery of all OFIFC programs including planning, design, integration, monitoring, evaluation, relationship development, negotiation supports and reporting. A job description is attached.
Awareness of Indigenous culture
Completed Master’s degree in related field combined with 5 years’ experience at a Senior Management level;
2 – 3 years’ experience in program management;
3 – 5 years’ experience working within a not-for-profit sector, preferably within an Indigenous organisation;
Excellent interpersonal and management skills including demonstrated ability to lead and motivate staff;
Knowledge of Ontario not-for-profit Governance, Board and Bylaws and relevant legislation;
Understanding of Public Policy, government process, Indigenous service needs and providers as it relates to Friendship Centres and service delivery providers;
In depth knowledge of urban Indigenous community needs, solutions, trends, and gaps;
Ability to provide training, facilitation and public presentations; and
Criminal Reference Clearance (CPIC) and Vulnerable Sector Clearance are requirements of the employment offer.

Employed by the OFIFC, responsible to the policies and directions as determined by the Board of Directors and under the direct supervision of the Executive Director.

Works in a safe and suitable office environment often faced with simultaneous and tight deadlines. Varied complex demands for decisions and/or actions to be taken.
Evening/weekend hours required to attend meetings, special functions and to meet work deadlines. Travels to Friendship Centres/Delivery Sites and stakeholder/funder meetings/for a, a minimum 12 times per year with limited notice for the purposes of support visits and OFIFC management business.
To ensure OFIFC programs-related functions are aligned with OFIFC’s long-range strategic plan.
• Directs the Program functions of the OFIFC as delegated by the Executive Director and accountable for the results (7+ direct reports)
Collaborates, assists and supports other Directors to advance OFIFC’s long-range strategic plan. Provides clarification, direction, and guidance within area of expertise to Managers. Ensures Executive Director is engaged to provide strategic direction and advise of program design, development, delivery and evaluation frameworks.
Liaises as delegated with Friendship Centres/Delivery Sites, funders, stakeholders, and OFIFC Board of Directors to ensure program delivery and efficiency. Negotiates contracts and agreements with funding agencies and consultants. Provides conflict resolution and addresses complex issues and concerns with Friendship Centres and their Board of Directors, as required.
Specialisation Lead (Design, Implement, Monitor, and Manage) (30%):
• Coordination and integration of all OFIFC poverty reduction work including liking various internal and external stakeholders; activities linked to social assistance, people with disabilities, food insecurity, transportation and related areas;
• Homelessness program design and supports Friendship Centres to plan for housing programs and address creation and implementation of appropriate spectrum of housing supports;
• Development of new and culture based program models of Friendship Centre delivery to address policy and research findings;
• Ensures the Integrated Data Base is maintained and that regular analysis and reports are prepared shared across the OFIFC and with the funders and general public as agreed;
• Directed and leads the design, implementation, review, and evaluation functions of OFIFC’s program and keeps the Executive Director and relevant Director abreast of program status and updates;
Program Initiatives (Design, Implementation, Review, and Evaluation) (30%):
• Manages the development of work plans, project schedules and resource plans;
• Ensures OFIFC’s position on copyright and Indigenous knowledge translation is consistently maintained;
• Participates in proposal writing, research, needs assessments and publications;
• Prepares discussion papers, briefs and program related policy responses for consideration by the Executive Director;
• Develops, updates, implements, reviews, revises and evaluates program initiative policies and procedures, guidelines, systems, frameworks, models, priorities and strategies through appropriate approval processes to ensure effective management;
• Ensures all government or other reporting functions are met completely and on time, relevant contribution agreements and contracts required;
• Identifies funding opportunities and options;
• Oversees the development and completion of program resource materials;
Communication, Liaison, Partnership and Support (20%)
• Executes strategic plans to advance and support OFIFC’s long-range strategic plan;
• Builds and maintains positive supportive stakeholder and funder partnerships to ensure growth and development of OFIFC’s program initiatives;
• Acts as government liaison, chairperson, trainer, facilitator, spokesperson in fora or meetings as directed;
• Participates in the design and delivery of training of Friendship Centre staff and Board of Directors as required;
• Conducts support visits and provides conflict resolution to Friendship Centres/ Delivery Sites as required;
• Identifies needs, gaps and priorities for development;
• Ensures communication functions with respect to programming and Friendship Centre is maintained, timely and interactive;
Human Resources and Financial Management (15%)
• Supervises and maintains HR responsibilities for direct reports by providing direction, leadership, coaching, feedback, performance reviews, training and development opportunities, and implements the performance management process;
• Participates in recruitment & selection and termination processes of staff in area of responsibility;
• Ensures delegation to direct reports is appropriate and supported;
• Coaches and develops standards of performance and skill set of direct report Managers;
• Ensures financial and reporting requirements of program initiatives;
• Maintains and upgrades professional skills;
• Promotes a healthy, safe work environment; and
• Performs other duties, related to the position, as assigned by the Executive Director or designate.
