Program Performance Measurement Coordinator

A job description is below.


  • Awareness of Indigenous culture;
  • Mastersdegree in Evaluation, Social Sciences, Statistics, Community Development, or related discipline with coursework or independent study in statistics, program planning and evaluation.
  • Minimum 3 years of experience in relevant roles (i.e., in a program/project evaluation and performance measurement-related position in a community setting;
  • Experience working with an Indigenous organisation.
  • Project Management Certification would be an asset
  • Exceptional abilities to identify, accurately measure, report and monitor organizational and funding provider indicators and metrics based on reporting, and studies produced from other OFIFC workgroups;
  • Demonstrated ability to create, initiate and implement program performance measurements
  • Exceptional abilities to incorporate Indigenous approaches to performance metrics and quality assurance.
  • Develops, maintains and protects a comprehensive and accurate database of both paper and electronic records related to program performance measurement, meeting the objectives of the OFIFC’s priorities and according to the relevant procedures.

Job Description

Employed by the OFIFC, responsible to the policies and directions as determined by the Board of Directors and under the direct supervision of the Executive Director, or designate.  Daily supervision is designated to the Program Director and Research Director


Primary Objective:
To build the OFIFC’s evidence-based practice area through on-going, documented integration activities; To provide an integrated and systematic approach for conceptualizing and measuring organizational performance within the OFIFC.

Work Environment:

Works in a safe and suitable office environment performing multiple tasks with simultaneous deadlines.  Works within a team setting.

Working Hours:

Works a regular 40-hour work week.  Travels within Canada, mainly Ontario 5 – 10 times per year.



To plan, design and implement evaluations that are aligned with OFIFC’s long-range strategic plan, ensuring adherence to USAI Evaluation Path principles and meeting the needs of Friendship Centre communities.

Key Contacts/Relationships:


Communicates with other workgroups for the purpose of exchanging and sharing information, integrating and collaborating.  Works closely with other workgroups, providing support, advice and training in program performance measurement capacity.


Communicates with government agencies and funding bodies to ensure accountability to Friendship Centre communities and congruence with funders’ requirements, while ensuring the adherence to OFIFC’s values, cultural teachings, and relevant procedures. Builds positive relationships and communicates with governments, funders, and other stakeholders for collaboration and dissemination of performance findings. Creates and fosters relationships with collaborators and consultants to ensure deliverables are on track and fall within the scope of program performance measurement. 

Key Responsibilities:

Program Performance Measurement Design, Conduct and Analysis (75%):

  •  Works in close partnership with OFIFC staff and coordinates all assigned program performance measurement responsibilities effectively and produces; monthly, quarterly and annual reports as well as other documents;
  • Perform analysis on key metrics/processes and recommend OFIFC program process improvements to maximize efficiencies, and ensure programs are meeting the standards;
  • Prepare and report all performance measures (i.e. monitoring tool) and program results to management;
  • Design and maintain standardized performance measurement reporting tools for all OFIFC programs;
  • Participates in the continued implementation and improvement of integrated database system, ensuring data entry is up to date and accurate;
  • Receives, reviews, edits program reports and submits to funders;
  • Collect evaluation results and produce program outcomes reports as required;
  • Contribute to the preparation of annual reports, proposals and other documents;

Field Support (20%):

  • Provides full and comprehensive program performance measurement support, including training as needed to OFIFC staff, Friendship Centres and local communities;
  • Understands Friendship Centres’ needs related to program performance measurement, the Integrated Data Base and relates them consistently to program performance measurement design and methods;
  • Collects and analyses information on Friendship Centres’ program performance measurement needs and priorities;
  • Maintains correspondence and communication related to program performance measurement;

Other (5%)

  • Keeps abreast of useful information, resources, tools, academic and technological development in related fields to ensure evaluation capacity is up-to-date;
  • Maintains and upgrades professional skills;
  • Promotes a healthy, safe work environment; and
  • Performs other duties, related to the position, as assigned by the Executive Director or designate.
