Senior Legal Advisor
Under the direction of the Executive Director, and working in close collaboration with the President, and ITK’s Directors, the Senior Political Advisor will work to develop, implement, monitor, and recommend strategic political initiatives to advise, address and advance National Inuit priorities. The incumbent will co-ordinate designated activities to ensure goals and objectives are accomplished in accordance with prescribed priorities, time limitations, and funding conditions: formulates goals and objectives, and makes recommendations to the ED. In doing so, he/she will maintain an extensive network of contacts within government(s) and public and private sector organizations to keep ITK aware of upcoming issues on the broader political and government scene as well as identify linkages between Inuit priorities and existing or potential government programs.
Duties and Responsibilities:
- Represents ITK Executive at senior levels within government departments;
- Cultivates and maintains relationships with Senior Government Officials and staff to promote ITK’s priorities;
- Ensures that ITK operates according to lawful and ethical standards, and requirements, including provisions of the Lobbying Act;
- Participates in working groups and meetings and attend conferences or committees on behalf of the President or ED. This may include task forces or working groups struck from time to time with Federal and/or Territorial Government Departments.
- Advises and develops strategic and political options for the Executive;
- Makes presentations to ITK Board of Directors, government officials and working groups;
- Develops business cases, reports, studies and other decision making documents;
- Prepares speeches, op-eds, and contributes to press releases as required;
- Prepares correspondence and position papers for Executive when necessary;
- Liaises, on behalf of the Executive, with Regional Inuit Organizations and other national agencies; and,
- Communicates to ITK Department Heads any information/leads which could be of interest to the achievement of ITK objectives.
- Works with ITK’ s Communications department to develop key messaging in response to government initiatives, funding and policy changes, and to prepare presentations and speeches related to government relations;
- Monitors and evaluates pending legislative, program and policy changes and their potential impact ITK’s strategic priorities and/or operations; work with Executive to develop ITK’s response to support coordinated future communications with government officials
- Ability to provide advice and guidance on potential legal impacts of changes to legislation, funding, policy etc.
- Initiates and conducts research, internal consultation and external consultation with Inuit organizations as required;
- Identify needs for board level policy;
- Formulate policy options and recommendations;
- Recommends corporate policies; and,
- Designs and conducts regional consultations with Inuit political leaders, as required.
- Identifies potential and recommends new areas of activity for ITK;
- Identifies relevant areas requiring research and prepares strategies for advancing specific issues with government officials;
- Prepares project plans;
- Identifies imminent events/issues that will require ITK’s political/strategic efforts; and,
- Assists Executive in the development of corporate and operational government relations plans.
- Establishes and maintains policy and research records and systems as required;
- Identifies and makes recommendations on program budgetary and operational requirements by collecting, analysing, projecting and drafting program information; and
- Prepares reports, records, and charts and maintains files and related program documents as required.
- Must be able to work as a team member and/or a mentor with other Policy advisors, with officials from Inuit organizations, funding institutions, and other agencies both government and private;
- Must be able to influence colleagues, government officials and associates from other organizations on the merits of Inuit issues;
- Must be hardworking and committed to coordinating, organizing, and advancing the Inuit agenda.
- Work is very complex, often managing several important projects concurrently.
- Incumbent is provided reasonable latitude in making decisions.
- Operational direction is provided by the ED.
- Makes project and program recommendations to the Executive.
- Consequence of error will impact on corporate operational success and public image.
- Occasional travel and meetings.
- Politically sensitive issues may be stressful; and
- Frequent short notice deadlines.
- Spoken and written abilities in English are essential;
- Ability to speak and write in Inuktitut is highly desired;
- Team player, self-motivated and directed;
- Seasoned communicator, comfortable with the complexities of senior level advocacy;
- Superior organization and analytical skills;
- Strong working knowledge of government legislation and priorities across all levels with the proven ability to analyze and interpret legislation, and stay up-to-date with relevant legislation;
- Ability to develop policy, and legal recommendations;
- Ability to work co-operatively and effectively with a variety of individuals and groups;
- Sensitive to local, political and cultural issues;
- Computer skills in Microsoft Office (Word, Excel and PowerPoint) and Internet e-mail and web tools
- Strong knowledge and understanding of Inuit land claim agreements;
- Strong understanding of Federal/Provincial and Territorial government organizations and processes;
- In depth understanding of Inuit community needs and traditional values;
- Understanding of the culture, motivations, and expected outcomes of government officials;
- High level of diplomacy, tact, and discretion, with the demonstrated ability to negotiate;
- Proven ability to quickly establish rapport and gain support.
- Degree is Law (BA in Law or LL.B) is preferred
- Undergraduate degree in political science, communication, public administration, or a closely related field would also be considered;
Minimum of five years full-time work experience in advocacy work with government, or work related to the tasks assigned to this position
