Reporting to the Manager, Licensing and Administration Services, the Supervisor will be responsible to provide direction to staff and clients regarding the issuance and renewal of licences and permits, Tribunal processes and other related Licensing to ensure the effective delivery of municipal licensing by-laws.
- Oversees all aspects of licensing issuance programs including the, scheduling of trades examinations and applicant interviews.
- Supervises, coaches, and trains assigned staff ensuring effective teamwork, high standards of work quality and organizational performance. Encourages continuous learning and innovation in others.
- Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work to ensure compliance with health and safety policies and all performance measures are met.
- Collaborates with other Supervisors and Managers to ensure effective scheduling and assigning of staff to optimize service levels for clients, taking into account scheduled absences and historical volumes.
- Supervises the collection, reconciliation and tracking of all Business Licensing & Regulatory Services fee revenue, as well as fee revenues collected for other Municipal Licensing & Standards Service Lines.
- Ensures staff follow approved cash handling guidelines and provides adequate training to staff with respect to cash handling procedures.
- Ensures processing of payments and payment deposits related to the amounts invoiced and cash transactions for business licensing.
- Ensures recording of deposits for cash, non-cash (i.e. receivable) and on-line payments in the divisional systems and SAP.
- Supervises the processing of refunds, ensures the safekeeping of all security deposits and ensures NSF cheques are processed and reconciled
- Reconciles the divisional revenue/billing subsystems (i.e. Licensing System, SARA, SAP) to ensure completeness and accuracy of revenues ensuring variances are reconciled.
- Develops policies and procedures from an internal control perspective with respect to revenues, receivables and refunds and prepares financial reports and analysis – both custom and regular – for senior management’s and divisional staff review.
- Prepares and/or assists in the preparation of receivable and write-off reports to Committees and Council.
- Liaises with PPFA Financial Services Supervisors and corporate accounting services re revenue related issues.
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Utilizes management reports to forecast volumes, analyze issues and measure results.
- Demonstrates and encourages a strong customer service focus and ensures the management team and all clients are updated on actions and outcomes as necessary.
- Authorizes and coordinates vacation and overtime requests. Evaluates staff performance, hears grievances and recommends disciplinary action when necessary.
- Reviews Business Licensing application files and licence issuance processes to ensure efficient accurate processes.
- Prepares correspondence and reports to City Council, Standing Committees, Community Councils and Tribunal on specific issues related to Licensing Services.
- Attends weekly meetings and acts as divisional witness at the Toronto Licensing Tribunal.
- Represents the Division in dispute resolution relating to licensing programs and liaises with members of the public.
- Authorizes the seizure of goods, signs, vendor equipment and vehicles as a tool for enforcing by-laws and the Municipal Code relating to illegal operation on City Property or the road allowance.
- Represents the Manager in his/her absence at Community Council, Committee meetings and public meetings.
- Post-secondary education in Public or Business Administration or an equivalent field, combined with relevant management training and experience, or the equivalent combination of education and experience.
- Experience in the supervision or leadership of front-line staff working in complex and politically sensitive environment, including coaching, coordinating, and the demonstrated ability to handle day to day labour relations matters.
- Considerable experience with cash handling especially as it relates to the collection, reconciliation and tracking of fees and revenues.
- Demonstrates and encourages a strong customer service focus and ensures the management team and all clients are updated on actions and outcomes.
- Well-developed critical thinking skills, interpersonal and team building skills.
- Strong analytical and problem solving skills, with the ability to develop effective solutions.
- Ability to communicate, both orally and in writing, throughout all levels of the organization.
- Ability to represent the Division at Committees and/or Tribunals and to represent the City to maintain effective working relationships with community groups, stakeholders, elected officials and other senior managers.
- Ability to exercise independent judgment and discretion in dealing with confidential or sensitive matters.
- Knowledge of municipal operations, council proceedings, and divisional issues.
- Ability to utilize a variety of computer software such as: Microsoft Word, Excel, and other relevant programs used to support the division’s core requirements.
- Working knowledge of the Occupational Health and Safety Act and Regulations, the Collective Agreements and related labour legislation.
- Ability to work on a shift schedule if required.
