HSBC’s Regulatory Compliance (RC) E-13 Testing & Control function provides periodic monitoring and comprehensive testing to assess the adequacy and effectiveness of controls to ensure compliance with various laws, regulations and other regulatory standards as expected under OSFI’s E-13 guidelines with respect to the management of regulatory compliance risk by federally regulated financial institutions (FRFIs).

As compliance subject matter expert, the purpose of the role is to lead the development, planning and execution of the monitoring and testing activities in accordance with the Monitoring and Testing Plan to ensure various laws, regulations, rules and regulatory standards impacting the business within the assigned area of responsibility are being adhered to, also to ensure that the inventory of regulatory requirements is complete and accurate, and that processes are being performed as per Global Procedural Standards and industry best practices.

Impact on the Business

  • Develop the monitoring and testing plan within the assigned area of responsibility.
  • Lead the monitoring and testing activities in accordance with the Monitoring and Testing Plan.
  • In collaboration with Local Compliance Officers and Risk and other stakeholders, assess the design and effectiveness of the controls established to mitigate regulatory risks.
  • Challenge business leaders, the first line of defence, in a constructive and collaborative manner when necessary to ensure potential compliance risk issues are discussed, understood and agreed upon.
  • Prepare reports of findings of the monitoring and testing activities for senior management and other stakeholders.
  • Ensure management have established appropriate action plans to remediate control deficiencies and incidents of non-compliance.
  • Oversee issue resolution, including the initiation, development and delivery of products, programs and strategies responsive to the issues.

Customers / Stakeholders

  • Canada and Group Compliance – interaction. Work completed within the role may be presented up to stakeholders within Compliance Senior Management functionally through RC.
  • Canada Business and Function Heads and their senior management team– interaction. Work completed within the role may be presented up to stakeholders within the Business.
  • Internal RC Risk & Strategy – interaction within the team at all levels in the performance of the daily role.

Leadership & Teamwork

  • As regulatory subject matter expert, provide guidance on regulatory expectations and industry best practices in mitigating compliance risks.

  • Foster a close working relationship with the local RC & FCC teams and businesses.
  • Work collaboratively across peer group and the organisation.
  • Remain up to date with key business developments and regulatory and industry practices.

  • Work with management in the ongoing assessment and monitoring of quality processes and criteria established for the testing process.
  • Ensure appropriate communication with stakeholders when planning and executing testing activity.
  • Maintain robust and timely record keeping in accordance with established procedures.
  • Provide input for addressing automation, productivity and infrastructure problems and issues.
  • Complete other responsibilities, as assigned.

Role Context

  • The job holder is expected to lead the planning and execution of monitoring and testing activities within their area of responsibility with minimal guidance to ensure the Bank complies with regulatory requirements. When unsure, guidance would be sought from Canada Head of RC Risk & Strategy.
  • The job holder will also be expected to make decisions with due care and diligence based on their knowledge and experience when assessing the compliance status with regulatory requirements and to seek further advice when the status is unclear.
  • The job holder is expected to produce reports on findings on a timely basis.
  • The jobholder is expected to act pro-actively and generate ideas for enhancements to the team’s activities.
  • The individual should have the ability to quickly assess information through analysis and knowledge of business structure and processes as well as showing leadership in an unstructured environment and keeping up-to-date with changes in the HSBC Group.

Management of Risk

  • Ensure compliance controls as well as operational risk controls are in accordance with HSBC or regulatory standards and policies; and optimize relations with regulators by addressing any issues.
  • Be aware of the Business Regulatory Risk associated with the business. Monitor in accordance with the Principal Accountabilities set out above.
  • Promote an environment that supports diversity and reflects the HSBC brand.

Observation of Internal Controls

  • Maintains HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators.
  • Assist in the discharge of accountabilities set out in the Compliance FIM by proactively assisting Compliance in their responsibilities to assist management in identifying and containing compliance risk, monitoring, reporting and certification, fostering a compliance culture and optimising relations with regulators.


  • Minimum of 10 years proven compliance and/or business, audit and/or accounting experience or equivalent.
  • Bachelor’s degree in business, related field or equivalent experience; Master’s degree preferred.
  • Extensive knowledge in banking and securities regulatory requirements relating to, but not limited to, capital and liquidity management, taxation and financial reporting as well as effective control design and industry best practices for meeting regulatory requirements.
  • Experience of a wide range of business activity, product lines and regulatory topics.
  • Proven organizational, planning, interpersonal, managerial, analytical, problem-solving, decision-making, and team building skills.
  • Ability to manage conflicting priorities effectively and proven ability to meet challenging deadlines.
  • Excellent communication skills both oral and written in English.
  • Tenacity to follow issues through to resolution.
  • Ability to exercise discretion, work independently within broad guidelines, tactfully handle sensitive and confidential data and complete assignments timely.
  • Ability to work with different cultural groups and build consensus.
  • Proficiency with personal computers as well as pertinent mainframe systems and software packages.
