To provide strategic direction, leadership and operational support in the transformation of Purchasing and Materials Management Division as well as overall direction and leadership for the procurement of goods and services for the City of Toronto and the Corporation’s Agencies, Boards and Commissions. Ensure strategic initiatives are aligned with the strategic directions of corporate-wide, large-scale projects and achieve the proposed return on investment (ROI), objectives and proposed business value.
- Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs.
- Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.
- Oversees the establishment of Project Governance Frameworks.
- Creates projects and garners necessary support (resource commitment such as budget or staffing to political backing) from various aspects of the organization to achieve the set organizational objectives.
- Recommends and establishes organizational changes to meet organizational/divisional objectives.
- Develops organizational and strategic awareness with a focus on future direction and objectives.
- Develops and maintains the necessary relationships with organizational upper management and political entities (internally or externally), as required, to support and sustain the organizational objectives.
- Collaborates with stakeholders to gain buy-in and assurance of strategic directions for the organization or division.
- Makes recommendations and oversees the design, development and implementation of functional changes, policies, processes and procedures needed to realize proposed value and/or organizational outcomes.
- Drives the development of new Service Level Agreements (SLAs) or the refinement of existing SLAs to ensure they support proposed business needs.
- Identifies and develops cross-divisional initiatives to produce synergies and economies of scale.
- Adheres to the principles of the Project Management Institute (PMI) and PMI’s Code of Ethics and Professional Conduct to develop and organize project protocols, procedures, relationships, and performance objectives to promote and achieve targets.
- Collaborates with client divisions related to the procurement and category management process.
- Identifies new opportunities that will result in lowering the total cost of ownership (TCO).
- Provides approval in the development of category strategy, defines category governance approach and establishes clear accountabilities for category management and sourcing strategic activities.
- Leads the contract management process to ensure that all contracts are monitored to reflect review cycles, reporting and tracking costs and service related benefits.
- Leads the supplier management process to ensure that service levels and key performance indicators (KPIs) are met or exceeded.
- Ensures the monitoring of contract compliance and reports findings to the Executive Director, Purchasing and Materials Management.
- Is responsible for development and execution of the supplier relationship program.
- Identifies procurement-associated and contractual risks, critical success factors and mitigation strategies.
- Directs, through subordinate management staff, all activities of the section, delegating management responsibility.
- Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Conducts performance reviews and performance plans for assigned staff.
- Oversees, participates in or supports recruitment selection, training and supervision of assigned staff.
- Informs and educates senior managers, business users and technology peers on technology trends and the effective use of business and technology solutions and information management.
- Provides guidance in the development of training needs.
- Develops, recommends and administers the annual budget for the section, and ensures that the section’s expenditures are controlled and maintained within approved budget limitations.
- Leads the development of business cases.
- Oversees, governs or manages key procurement activities in compliance with the Purchasing By-law.
- Provides leadership in the evaluation, selection and recommendation of technical solutions and professional services and manages vendors and contractors in the overall solution delivery process.
- Oversees or manages directly contract development and negotiations with external service providers as well as administers consultants/contractors and projects/contracts in accordance with the City’s financial authority and by-laws or contract terms.
- Reviews contract and supplier performance and provides leadership and decision-making support in regards to managing contracts.
- Interfaces at the senior executive levels with the supplier base to facilitate and manage collaborations for operations and supply chain management.
- Leads the development of annual procurement plans with divisions, including the annual strategic plan for category management and sourcing strategy, establishing priorities and allocating resources.
- Ensures compliance with Council By-laws, policies, directives and applicable legislation for all purchases conducted for the City.
- Prepares, analyses and presents information and reports to Council, senior management, and various standing committees and taskforces.
- Provides ongoing leadership by using effective management techniques, implementing change management and performance management processes, developing competent and qualified staff to ensure high-level customer service.
- Works to develop positive working relationships with all stakeholders and establishes and maintains a one-stop-shopping approach, ensuring issues/concerns are addressed and problems resolved.
- Ensures the overall customer satisfaction of the procurement processes for all stakeholders.
- Post-secondary education in a related discipline, e.g. CPPO (National Institute of Government Purchasing) or CPP (Purchasing Management Association of Canada) or equivalent combination of education and experience. Supply Chain or Public Procurement designation (SCMA, NIGP) is an asset.
- Extensive experience in procurement process re-engineering and business transformation.
- Extensive experience in implementing a category management and broad-based sourcing model into an organization, with multiple categories of goods and services.
- Extensive experience in the purchasing operations of large public or private organizations, some of which must relate specifically to the actual duties of the position.
- Experience supervising or directing, leading, motivating and training staff in a unionized environment.
- Experience with eprocurement type systems such as SAP, Ariba, Bravosolutions, etc.
- Excellent communications and negotiations skills along with strong financial, conceptual and analytical skills.
- Strong project management skills with ability to organize, control and coordinate a variety of activities in a fast-paced environment.
- Knowledge of sourcing leading practices, including reverse auctions, supplier performance scorecard, benefits.
- Knowledge of the principles, practices and methods used in public purchasing.
- Knowledge of Canadian government procurement processes and procedures is an asset.
- Stays abreast of latest technology developments, in order to identify new vendors, new products or new opportunities to reduce costs.
- Ability to organize and manage multiple priorities.
- Highly developed communication skills, both orally and in writing, establishing relationships at all organizational levels, with suppliers and representatives, and ability to prepare reports, correspondence, presentation material and Council reports.
- Superior analytical, interpersonal, problem-solving and conflict resolution skills.
- Ability to exercise independent judgement and discretion in dealing with confidential matters.
- Proven ability to act in an ethical and transparent manner, in compliance with corporate code of conduct.
- Proven team player who supports the values and principles of the organization.
- Familiarity with computerized work management systems and the ability to become proficient in their applications (i.e. Microsoft Office).
- Familiarity with Ontario Statutes, including Occupational Health and Safety Act, employment standards, labour and human rights, and other applicable government legislation.
