Job Description

Note: The Salary/Rate reflects the 2016 rates.

An Engineer in Design and Construction – Linear Underground Infrastructure provides project management, contract administration, technical and engineering expertise to plan, design and construct multidisciplinary projects involving storm water and sanitary sewer upgrades, as well as the other storm water management infrastructure such as ponds and tanks. In this role the Engineer oversees, reviews designs and directs the work of staff and engineering consultants and engages consultants/ contractors by preparing Requests for Proposal (RFP), Requests for Quotation (RFQ) and Construction Tender packages.

Major Responsibilities:

  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of related data.
  • Manages and undertakes engineering design, stakeholder coordination, financial controls, construction quality control and assurance, tenders and contract management and delivery of capital projects.
  • Liaises with and resolves conflicts with internal and external stakeholders, the public, consultants, councillors, other divisions and government agencies about projects, programs and developments.
  • Develops creative solutions to design and implement challenges and demonstrates problem solving by use of combination of standard procedures, modification of standard procedures or methods developed in previous assignments and by other jurisdictions.
  • Prepares Request For Proposals, evaluates proposals and finalize the agreements for award.
  • Ensures that project expenditures are controlled and maintained within approved budget limitations.
  • Assists in preparation of capital and operating budget related to assigned projects.
  • Gathers and refines project scope and determines financial impact of projects/proposals.
  • Prepares and reviews drawings, engineering studies, specifications, and cost estimates as they pertain to assigned projects.
  • Provides technical advice, review and utilizes standard engineering principles and practices to assist in the operation, development and maintenance of City infrastructure and related services.
  • Prepares engineering analysis, evaluates and recommends new systems, work procedures and technologies with the potential to improve performance of the division.
  • Responsible for carrying out varied engineering assignments within a broad field of civil engineering.
  • Formulates design concepts for engineering problems and sets scope and parameters of projects.
  • Conducts studies, surveys, research and development for the effective solution of engineering issues taking into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Initiates and leads environmental assessments related to mitigating basement flooding projects.
  • Directs project team staff to ensure timelines are met.
  • Finalizes contract payments and implement quality control/quality assurance for construction.
  • Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
  • Secures all engineering permits and approvals as required from external agencies.
  • Maintains an up-to-date knowledge of technological developments in the field of engineering.
  • Represents City on committees, attends meetings and provides input.
  • Liaises with the media, public, developers, consultants, stakeholders, councillors, other divisions and government agencies about projects, programs and developments.
  • Plans, investigates and prepares reports and recommendations concerning engineering problems of moderate complexity and/or assists senior engineers to resolve more complex problems.
  • Performs site inspections and assessments of changed conditions on construction projects.
  • Ensures problem solving by use of combination of standard procedures, modification of standard procedures or methods developed in previous assignments.

Key Qualifications:

  1. Must be registered as a Professional Engineer (P.Eng.) with the Professional Engineers Ontario (PEO), preferably in the discipline of Civil Engineering.
  2. Experience in design of linear infrastructure, storm water management structures and hydraulic modelling, as well as associated City standards.
  3. Experience in the delivery of capital projects related to the rehabilitation, reconstruction and upgrading of sewers and stormwater infrastructure.
  4. Experience in stakeholder management/coordination involved in various components of the project.
  5. Knowledge of civil engineering principles, sanitary servicing, stormwater management, materials and methods of construction, rehabilitation and upgrades.
  6. Ability to review engineering drawings, engineering studies, specifications, plans and cost estimates as they pertain to construction or modification of the division’s facilities and operations.
  7. Knowledge of the City of Toronto Standard Construction Specifications and Drawings for roads, sewers, and watermains, the City’s Wet Weather Flow Management Guidelines, and the City’s Design Criteria for Sewers and Watermains.
  8. Knowledge of change order process, claim resolutions, scope management and necessary public notification.
  9. Knowledge of procurement bylaws, policies, and procedures.
  10. Ability to prepare tenders, quotes, proposal, develop standards, specifications, reports and presentations.
  11. Considerable knowledge of environmental assessments studies.
  12. Knowledge of Legislation related to the Occupational Health and Safety Act, Construction Lien Act, Environmental Assessment Act, Environmental Protection Act, Federal Fisheries Act and Safe Drinking Water Act.
  13. Ability to plan, organize and coordinate multiple assignments and meet required timelines.
  14. Ability to communicate effectively both verbally and in writing at all organizational levels.
  15. Ability to effectively communicate technical information to a non-technical audience.
  16. Highly developed interpersonal, client service and teamwork skills.
  17. Ability to engage, collaborate and work effectively with contractors, colleagues, elected officials, consultants, developers and other internal and external clients and stakeholders.
  18. Ability to plan, supervise and direct the work of staff and have an understanding of modern principles and practices of management and management controls.
  19. Proficiency in the use of general computer software including Microsoft Windows, Excel and Word.
  20. Must possess a valid Province of Ontario Class “G” Driver’s License and have access to a vehicle to travel to various work locations and construction sites in a timely and efficient manner.
