• Reviews applications from utility companies, other levels of government, contractors and the public to ensure necessary specifications are met in order to issue approval in the form of cut permits • Analyzes, evaluates and comments on designs, specifications, functional reports, feasibility studies and other documentation related to applications • Oversees and conducts the review of engineering drawings submitted by external project owners (e.g. survey plans, structures, equipment, watermains, utility plant locations, roadways, profiles, elevations, sections and maps) to ensure compliance with City specifications and standards • Recommends acceptance of work proposed by external project owners to internal staff/divisions • Leads projects and develops, maintains and monitors programs and systems • Directs staff to check and provide progress/inspection reports on the work of external project owners to ensure adherence to approved designs, procedures, regulations, statutes, specifications etc. • Liaises with and answers inquiries from City Divisions, Councillors, external project owners, utility companies, developers, consultants, BIAs, the general public, representatives of other municipalities and contractors to resolve problems in a timely manner • Performs and/or reviews research and calculations and analyzes technical data • Prepares and interprets technical drawings, reports and correspondence including sketch • Attends meetings and presentations on site and at external project owners’ offices • Trouble shoots with regard to job site problems and conflicts • Checks contractor/consultant work (e.g. final plans and job site constructions) for completeness, accuracy and conformity to City standards • Marks designated areas for repair/construction within the road allowance.
Key Qualifications: Your application must describe your qualifications as they relate to: 1. Demonstrated experience and knowledge of engineering principles and technologies related to road construction, materials and methodologies. 2. Demonstrated experience in the use of computers and applicable software including MS Office, and database systems such as RACS, TMMS. 3. Graduate in Civil Engineering Technology or approved equivalent combination of education and experience. 4. Must possess and be able to maintain a valid Province of Ontario, Class “G” Driver’s License and must have daily access to a fully insured and licensed vehicle for on the job use. Must qualify for and be able to maintain City’s equipment Operator’s permit 5. Considerable experience in design, operation, and construction of subsurface utilities6. Knowledge of public and private utility review and approval process
You must also have: • Ability to identify, analyse, prioritise and resolve problems• Knowledge of the engineering principles involved in the design of municipal infrastructure, including watermains, sewers, and roads. • Knowledge of all technical aspects of municipal and utility installations and construction practices. • Ability to provide work direction and review the work of other staff and external parties. • Excellent problem solving, mathematical and project coordination skills • Ability to exercise independent judgment in dealing with technical matters. • Demonstrated ability to perform manual and computerized mathematical calculations in survey measurements, construction practices and engineering estimates. • Demonstrated ability to read and interpret technical drawings, plans and specifications. • Demonstrated ability to apply techniques in data collection, analysis and presentation in a computerized environment. • Ability to work effectively with external project owners, utility companies, consultants, contractors, other City employees at all levels, Councillors, other municipalities, and the public • Ability to plan, prioritize, organize and work with minimal supervision. • Ability to meet deadlines and work under pressure. • Excellent verbal and written communication and interpersonal skills. • Knowledge of various legislative governing authorities (Municipal By-laws, Highway Traffic Act, Municipal Act, Occupational health & Safety Act) and the regulations that apply to this work. • Ability to work in all weather conditions, as fieldwork is a major component of this position. • Must be willing and able to travel to various work locations as required.
