This position will report into the Director, HR Service Centre and will lead the Workforce Acquisition Team. The successful incumbent will be required to work closely with multiple Lines of Business to ensure their Casual workforce is adequately staffed to allow them to meet their specific objectives. Maintain system resources, ensuring accuracy and current information is available. Support continuous improvement and system capabilities for managers and employees within the causal workforce. The successful individual will have a demonstrated ability to think strategically and work collaboratively with the broader Human Resources team.

Specific Accountabilities:

  • Manage resourcing requirements requests to ensure adequate resources to meet the ongoing work programs
  • Acquire and deploy PWU hiring hall, CUSW and BTU resources for all of Hydro One.
  • Provide advice and guidance to line management on interpretation of collective agreements, work assignments, discipline, layoffs, transfers, grievance & arbitrations for multi-construction labour unions, PWU Hiring Hall and CUSW.
  • Manage and provide leadership to the Workforce Acquisition Department in providing day to day Resourcing support, of a multi-skilled flexible mobile workforce including recruiting of journeypersons and apprentices, performance management, training, compensation of entitlements and human rights.
  • Manage apprenticeship programs (7) respective of collective agreement language, establish contracts, set hours and maintain hourly progressions as mandated by the Ministry of Universities & Colleges.
  • Manage Board/Travel entitlements for mobile workforce ensuring consistency and cost control
  • Monitor and report the businesses statistics on staff count, hours, hiring trends, ratios plus ad hoc reports and advise on corrective actions as necessary
  • Provide strategic support to Labour Relations for CUSW, EPSCA, and PWU Hiring Hall negotiations of 15 collective agreements, ensuring consistency and optimizing value to Hydro One
  • Provide input to support Hydro One regulatory strategies and submissions
  • Manage systems in place to meet due diligence requirements related to work program activities including control and audit functions.

Managerial Accountabilities – Direct Output
Manage the portfolio and achieve the approved programs and results through:

  • Accountability for the outputs of others:
    • Set an effective framework of policies and procedures for the work of the portfolio.
    • Know and ensure own and subordinates’ compliance with all legal and regulatory requirements, and all corporate policies and procedures, and generally accepted practices relating to the work of the businesses.
    • Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes affecting their work, and continuous improvement opportunities.
    • Provide and maintain systems and infrastructure necessary to sustain the business.
  • Maintaining a team of subordinates who are capable of producing the outputs required:
    • Ensure subordinates are able and willing to produce the desired outputs, and continually improve the processes for achieving outputs.
    • Assess staff capability to do the required work, now and in the future.
    • Conduct personal effectiveness reviews of subordinates to build relationships and trust, and to improve effectiveness.
    • Mentor and counsel subordinates.
    • Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes affecting their work and continuous improvement opportunities.
  • Providing leadership to subordinates, so that they collaborate competently, and with full commitment, with each other in pursuing the goals set:
    • Translate the Hydro One goals and objectives into a direction which guides the operation of the business.
    • Communicate that direction to all staff.
    • Define specific tasks for subordinates which are required to achieve desired results
    • Communicate expectations regarding the collateral relationship among subordinates.
  • Providing a safe and healthy work environment:
    • Provide subordinates with appropriate knowledge, skills, information, work procedures and equipment to facilitate responsible behaviour which will protect their safety and contribute to their health.
    • Provide a work environment and facilities where health and safety incidents are minimized and employees contribute without the fear of reprisals.
    • Provide a work environment that supports and values diversity, and is free from harassment.
    • Know and ensure subordinates comply with all legal and regulatory requirements, corporate policies and procedures, and generally accepted practices relating to their work.
  • Demonstrating stewardship of the assets and resources:
    • Ensure every reasonable precaution is taken for the protection of subordinates, the environment and the assets.
    • Provide for security of human and physical resources including information

Selection Criteria
Technical Knowledge/Experience:

  • 5-10 years progressive career experience
  • Experience managing in a unionized environment
  • Familiar with software applications such as ServiceNow, SAP and SuccessFactors.

Demonstrated Management Skills:

  • Demonstrated interpersonal skills to relate well to management, peers and frontline business.
  • Strong IT and business acumen
