Job Description

Reporting to the Director Employment & Social Services, the Manager Workforce Development leads the development and advancement of the City’s Workforce Development Strategy, and ensures that Workforce Development recommendations referenced through other City strategies are implemented. The role includes corporate, divisional and intergovernmental strategic planning, and coordination for the implementation of Workforce Development initiatives, programs, and services.

Major Responsibilities:

  • Manages and oversees the division’s strategic planning priorities for Workforce Development Strategy, convening divisional, inter-divisional, inter-governmental, and external partner planning committees to ensure WFD objectives are met.
  • Manages, plans and oversees the implementation of divisional, inter-divisional and/or inter-governmental WFD service provision ensuring alignment with City and Divisional priorities, and their progression towards intended outcomes.
  • Maintains a continuous awareness of social/political climate in the community and evolving community and client needs in order to conduct strategic planning and directs the refinement of policies/procedures in the Employment & Social Services and related programs and services.
  • Supports the advancement of the City’s Workforce Development Strategy and other key City strategies and represents the division at Cluster and/or Corporate initiatives
  • Builds effective relationships with WFD stakeholders including, other levels of government, inter-divisional partners, service providers, advisory bodies, community organizations, educational institutions.
  • Leads and motivates a multi-disciplinary team, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, supports continuous learning and encourages innovation in others.
  • Cultivates a culture of continuous improvement within the Unit, evaluating performance on an ongoing basis in consultation with Unit staff, senior management, service users and partners and developing effective service improvement strategies
  • Directs and provides guidance to subordinate management staff on WFD program reviews, technology supports, employment centre services, contracted services, and other WFD programs and services.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Provides divisional program management staff with direction and guidance on the development of programs, processes and tools to increase efficiencies and improve effectiveness of the services provided.
  • Provides oversight of employment assistance policy changes, Ontario Works program, Council directed strategies, and Provincial legislation with a WFD focus, ensuring policies or guidelines are changed/updated accordingly.
  • Provides input and support to the development of reports to senior executives and Committees of Council by developing briefing notes, backgrounders and Q & A’s to support senior management and Council
  • Develops, recommends and administers the annual budget for a section, and program, and ensures that expenditures are controlled and maintained within approved budget limitations.

Key Qualifications:

  1. Post-secondary education in a relevant professional discipline, i.e. public administration, public policy, social services or an equivalent combination of education and/or relevant experience.
  2. Considerable experience in workforce development, specifically coordinating, planning, implementing and evaluating programs and services that successfully achieve demonstrated and sustainable results.
  3. Considerable project management experience, including developing, coordinating and managing both short and long term projects and initiatives with minimal direction, while developing partnerships and balancing a range of stakeholder interests in complex political environments.
  4. Considerable experience managing, coordinating, and motivating staff, conducting performance appraisals and managing labour relations matters.
  5. Considerable experience in strategic and operational planning.
  6. Political acumen, judgement and insight including an understanding of public relations.
  7. Superior written and oral communication and interpersonal skills, with the ability to communicate with a broad range of stakeholders including community leaders, senior City staff, other levels of government, political representatives and staff at all levels of the organization.
  8. Ability to understand evaluation frameworks, program inter-relationships and potential consequences of intended policy action.
  9. Advanced knowledge of municipal governance structures, services and programs, and municipal relationships with other levels of government and community.
  10. Ability to manage sophisticated research projects including appropriate research and information technology skills, including the use of data and statistical information and produce comprehensive interpretative reports by utilizing the latest available technology.
  11. Ability to develop and administer budgets to ensure unit fiscal accountability and effective use of resources.
  12. Must be familiar with government legislation in the area of occupational health and safety.
