Job Description

Major Responsibilities:

As a member of the Cycling Infrastructure & Programs (CI&P) Unit, reporting to the CI&P Manager, the Planner Transportation will be responsible for the development and implementation of practices, policies, guidelines and projects pertaining to cycling infrastructure and programs as outlined in the Toronto Bike Plan, the 10 Year Cycling Network Plan, the City of Toronto Official Plan and other related policies. Specific responsibilities may include, but are not limited to the following:

  • Participates in the development of transportation policies and programs, the planning and implementation of projects, and review of development applications ensuring conformity with provincial, regional and/or area municipal plans.
  • Evaluates the implications of transportation planning initiatives of other City Divisions, agencies and orders of government on the Division’s existing and planned cycling infrastructure and programs. Identifies, negotiates, and mediates conflicting positions with groups which have varied interests.
  • Prepares terms of reference and study designs, conducts transportation planning studies, develops recommendations and drafts reports for Committees of Council.
  • Monitors projects and the progress of consultant’s studies, including day to day coordination and liaison with consultants to assist in ensuring that studies are completed on time and within budget. Prepares status reports.
  • Compiles and analyzes demographic, economic, social, cultural and physical data, and prepares reports on issues affecting cycling. Designs, conducts and/or coordinates research and analysis activities and surveys (e.g. bikeway design studies).
  • Provides information and advice in response to requests from elected officials, representatives of provincial ministries, area municipalities, other agencies, consultants, and the public. Prepares reports and correspondence.
  • Provides work direction on research, analysis, surveys, and report writing assignments to Assistant Planners, and other temporary staff
  • Maintains working relationships with other Divisions to ensure effective partnerships within the Corporation.
  • Maintains an awareness of developments and advancements in the transportation planning field, as it pertains to active transportation.
  • Represents the Corporation/Division on external committees, task forces and at community and public forums.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. University degree in planning, policy, transportation planning/engineering, management or in a professional discipline pertinent to the job function, or an equivalent combination of education and experience.
  2. Considerable experience in delivering transportation planning projects, while balancing political, community and other stakeholder interests, with an emphasis on planning for and encouraging active transportation.
  3. Experience in assignments demanding critical judgment and analytical thinking.
  4. Experience in preparing technical letters, reports, presentation and communications materials for management, internal staff, elected officials, other agencies, and the public.
  5. Experience using a variety of computer software (i.e. Word, Excel, Access, e-mail, etc) and the ability to utilize other transportation-related software packages relevant to supporting the division’s core requirements. Knowledge of GIS systems considered an asset.

You must also have:

  • Effective interpersonal skills, with the ability to communicate both verbally (often involving public presentations) and in writing, to all levels of the organization, and with elected officials, the media and the public.
  • Effective consulting, conflict resolution and negotiating skills when dealing with the community, developers, consultants, other City Divisions, and public and private agencies.
  • Experience in the delivery of active transportation projects including the ability to prioritize and complete project assignments working both independently and as part of a team. Working knowledge of the Planning Act, Development Review Processes, Provincial Policies and Legislation related to transportation planning, and the Official Plan and the Bike Plan and 10 Year Cycling Network Plan, as well as current regulations and evolving transportation policy trends in the City.
  • Eligibility for membership in the Canadian Institute of Planners and/or the Institute of Transportation Engineers.
