Policy Analyst – Policing and Community Safety

The Chiefs of Ontario is inviting applications for the position of Policing and Community Safety Specialist. As the policing legislative landscape is changing, both nationally and provincially, the Specialist will be a key member of the Justice Sector and a trusted resource to First Nations Leadership, responsible for leading a range of advocacy and collaborative policing projects and initiatives. Our ideal candidate will be a strategic thinker, have strong research and writing skills, enjoy working as a team, and have the ability to lead complex projects. Being passionate about First Nations policing and community safety is a must.

LOCATION: Toronto, Ontario

DUTIES AND RESPONSIBILITIES:

  • Develop and implement work plans regarding First Nations policing, community safety projects, and advocacy on law enforcement and prosecution.
  • Conduct in-depth research, data collection, and analysis of policies and programs relating to policing.
  • Develop strategies for improving the enforcement and prosecution of First Nations Laws.
  • Coordinate and actively participate in relevant collaborative working groups and committees, including the Collaborative Table on the Enforcement and Prosecution of First Nations Laws.
  • Support program development by assisting in planning, research and co-ordination of projects and activities.
  • Assist the Justice Sector with the interpretation of legislation, policies, and case law regarding the enforcement and prosecution of First Nations laws.
  • Maintain a familiarity of policing, community safety, and correctional issues as they affect First Nations in Ontario.
  • Prepare position and research papers, briefing notes, presentations and policy documents on required matters.
  • Participate in various meetings and functions with representatives of First Nations, provincial, and federal governments and other organizations.
  • Develop and maintain partnerships with government ministries, First Nation communities and organizations to ensure effective dialogue and collaboration between partners.
  • Travel will be required (once pandemic restrictions are lifted).

RELEVANT SKILLS:

  • Relevant post-secondary education equivalent to an undergraduate or post-graduate degree, preferably in law, criminology, or policing.
  • Five years of experience working with First Nations, PTO and/or Tribal Council on policing-related issues, or equivalent.
  • Knowledge of First Nations culture, history, values and expectations.
  • Knowledge of relevant provincial and federal legislation, policies, and programs, such as the First Nations Policing Program and the Community Safety and Policing Act.
  • Strong analytical problem-solving skills required.
  • Excellent research, writing, and presentation skills.
  • Experience leading discussion groups and providing presentations to large forums.
  • Excellent organizational & information management skills.
  • Proficiency in Microsoft software.
  • Self-directed, motivated and able to work independently.
  • Adaptable and flexible to meet needs as they are determined.

Successful candidate must be fully vaccinated against Covid-19.

DURATION: October 2022 – May 2023, with the possibility of extension based on available funding.
