Until further notice, this role will be a work from home position due to the (COVID-19) pandemic.

Travel: Yes – As required, approximately 25%.  This role requires travel to various OPG sites/offices and Indigenous communities across Ontario.

JOB OVERVIEW

OPG is seeking a business-minded and results-oriented individual to join our team in the role of Senior Advisor, Indigenous Relations for our Kipling office.

Reporting to the Director, Indigenous Relations, the role of the Senior Advisor develops and recommends policies, methods, and procedures for Indigenous Relations programs.

Responsibilities will include providing strategic advice to personnel involved in programs and projects that have an impact on Indigenous people/communities.  Engage, manage and lead strategic negotiations. The role will also provide strategic advice and operational guidance to OPG’s business units to ensure their work programs and standards are aligned with and support the objectives of OPG’s Indigenous Relations policies.

KEY ACCOUNTABILITIES

  • Provide strategic advice, guidance, and support to the Director, Indigenous Relations on issues related to OPG’s Indigenous Relations policies and programs;
  • Applying judgment, discretion, and initiative in managing sensitive issues related to Indigenous Relations and OPG’s business operations;
  • Lead negotiation and dispute resolution processes related to OPG’s operations and projects; develop and recommend negotiating strategies, attend negotiations, and draft business cases for senior managements approvals;
  • Support OPG’s activities related to carrying out the procedural aspects of consultation with Indigenous communities as delegated by the Crown. This may include the development of mandates for negotiation, negotiating agreements for capacity, traditional knowledge studies, accommodation, etc.;
  • Support and monitor the implementation of approved agreements. Influence internal/external stakeholders to arrive at a consensus on sensitive issues;
  • Draft, develop and recommend policies, programs, and initiatives in support of OPG’s Indigenous Relations policy objectives. This involves identification of needs, development of specific initiatives, and monitoring and evaluating effectiveness;
  • Act as an expert resource to internal stakeholders on OPG’s obligations with respect to Indigenous Relations including requirements related to the procedural aspects of consultation. Provide strategic advice and guidance to internal stakeholders and ensure it is followed through to achieve desired business outcomes;
  • Support the delivery of the Indigenous Relations Programs including:
    • Proactively supporting business planning across lines of business in support of the implementation of OPG’s Indigenous Relations Programs;
    • Ensure bi-annual reporting from relevant lines of business on the implementation of their business plan; and
    • Support the preparation of an annual program report for submission to the Board of Directors.
  • Represent the Indigenous Relations function on interdisciplinary OPG project teams requiring coordination of work effort and influencing internal stakeholders to arrive at a consensus on controversial and/or complex issues;
  • Manage consultants and specialists as well as related contract administration matters, as required;
  • Liaise with various government departments and agencies, communities, and Indigenous leaders to discuss programs affecting communities. Develop diplomatic arguments and creative approaches and strategies for managing issues and ensuring outcomes that are supportive of OPG’s corporate objectives;
  • Provide strategic analysis, identify risks and risk mitigation strategies related to OPG’s Indigenous Relations programs and make recommendations as required through formal and informal briefings to the Director, Indigenous Relations, and/or other senior management staff;
  • Identify, lead and participate in internal and/or external benchmarking and corporate review initiatives; present benchmarking results to the Director, Indigenous Relations, and other senior management staff as required;
  • Periodically, carry out limited supervisory responsibilities over staff assigned, including reviewing work outputs; and
  • Travel to Indigenous communities across Ontario, to promote and maintain positive relationships with community leaders, community members, and other relevant organizations in support of OPG’s Indigenous Relations Policies and Programs.

EDUCATION

  • University Degree in Indigenous Studies, Social Science, Political Science, Environmental Science, Business or equivalent is required.

QUALIFICATIONS

We are seeking a seasoned Indigenous Relations professional with the following:

  • 8 to 10 years of progressive and relevant experience working in Indigenous Relations;
  • Recent project experience will be considered an asset;
  • Requires strong knowledge of Indigenous, social and environmental matters, identifying public and community needs, to develop and recommend programs to establish and maintain positive relationships with Indigenous communities and the public;
  • Must have an understanding of Indigenous history, perspectives, and cultural protocols, in order to effectively communicate and work with all levels of management, provincial authorities, government agencies, community members, community and Indigenous leaders;
  • Familiar with the historical experience and perspectives of Indigenous communities vis-à-vis OPG’s facilities and operations in Ontario;
  • Must have experience defining and scoping issues work plans, developing memorandums of understanding.  Experience providing advice and preparing materials for publication, documentation, testimony at public meetings, debates, and other Indigenous Relations program activities;
  • Have an understanding and experience with economic and financial evaluations.  Analyze and assess findings based on results, current trends, and public opinions;
  • Effective oral communications skills; ability to influence and communicate effectively across the company and externally at all levels;
  • Superior writing skills; ability to compile information, prepare and present effective documentation, presentations, and briefs;
  • Must have experience analyzing the adequacy of Indigenous relations programs and their presentation with respect to public opinions and current trends;
  • Strong interpersonal skills, experience in building and maintaining productive relationships with internal and external business partners/stakeholders; negotiating, applying dispute resolution strategies, influencing,  directing, liaising, and briefing as required;
  • Ability to provide sound advice; experience providing advice to key internal business partners at various levels of management, including senior executives;
  • A results-oriented focus and the ability to work in a fast-paced changing environment and effectively manage several projects/programs simultaneously; a sense of urgency and decision-making skills conducive to managing priorities and meeting internal and external timelines;
  • Understanding or desire to gain understanding of OPG’s  business; willingness and ability to be a valued partner who provides strategic advice, while adding value as key decisions impacting the business are being made;
  • Demonstrates critical thinking, analytical, research, and creative problem-solving skills, with a keen eye for detail;
  • Ability to learn quickly and adjust to change, ability to quickly understand information, analyze complex situations and risk implications to reach appropriate conclusions, providing recommendations for solutions and a path forward, and pivot as required;
  • Highest level of personal integrity, sound professional judgment, and business acumen;
  • Ability to work independently as an individual contributor and be a member of a team;
  • Demonstrated ability to be proactive, takes initiative and someone that has a strong passion and desire to succeed; and,
  • Possess a valid Driver’s License.
