Reporting to the City Clerk’s Office, Corporate Information Management Services, Corporate Information Strategy & Policy Unit, the Senior Information Analyst will lead in the development of corporate information management policies, standards and controlled vocabularies; develop and promote information classification tools and services; and provide cross-functional program support to Privacy, Open Data, Forms Management and Open Government.
- Reviews existing and proposed City programs, services and technology initiatives for policy and legislative compliance with responsible management of information throughout its lifecycle, promoting information transparency, access and protection of privacy.
- Leads the development of information management controlled vocabularies including thesaurus, metadata and records classification schemas.
- Leads and develops policies and recommends changes to support management functions that improve transparency, accountability, accessibility and customer service.
- Coordinates with business Divisions to support corporate information management planning, programs, and projects such as the development of controlled vocabularies in an enterprise classification technology tool, and integration of various corporate thesauri into corporate applications.
- Provides policy analysis and implementation advice on information lifecycle management, open access to information and protection of privacy issues.
- Researches authorities and confidentiality provisions in federal, provincial and municipal statutes, regulations, codes and agreements and ensures corporate policies and programs are consistent with these authorities.
- Organizes and works with multi-disciplinary business and technical teams from across the corporation to formulate and execute project plans and tasks according to established project management principles and methodologies.
- Liaises with City Divisions and other levels of government regarding information management legislation.
- Contributes and provides input to the establishment of corporate information management architectures, policies and procedures.
- Recommends and practices information lifecycle management requirements including accountable record-keeping, information access, security, privacy protection and quality assurance requirements, legislation and corporate standards regarding storage retention, and processing of confidential corporate and application data and information outputs.
- Develops solutions/alternatives to resolve complex information management issues and challenges.
- Prepares Committee and Council reports as required.
- Supervises Senior Records and Information Analyst; Records and Information Analyst, and prepares and approves time and attendance for direct reports.
- Post-secondary education in a professional discipline pertinent to the job function, or an equivalent combination of education and experience.
- Considerable experience developing and managing controlled vocabularies.
- Considerable experience in policy research and development.
- Experience in preparing comprehensive reports and management correspondence.
- Experience in a supervisory role, coaching, training and coordinating the work of staff.
- Proficient in Microsoft Office Suite Applications (e.g. Excel, Visio, Word, PowerPoint, Project).
- Strong research and analytical skills to support policy development activities; ability to conceptualize and develop options and recommendations to support decision-making.
- Well-developed project management skills including ability to manage a project team.
- Strong organizational skills with the ability to handle multiple tasks concurrently and maintain accurate records.
- Excellent communication skills, both verbal and written, and ability to communicate effectively at all organizational levels.
- Strong interpersonal skills including ability to build and strengthen internal and external working relationships.
- Sound judgment and ability to handle matters of a confidential and/or sensitive nature as it relates to senior business executives, Council and other senior staff.
- Thorough knowledge of legislation and bylaws relating to lifecycle management of information.
- Familiarity with government legislation in the area of Occupational Health & Safety.
