SCOPE:

The Senior Strategy Implementation & Intergovernmental Operational Advisor will serve as an internal service across all portfolios.  This position will facilitate meaningful internal engagement across the agency, develop and implement systems and strategies that support ONWA in being a strong and stable organization. This includes providing strategic leadership, priority setting and direction for the conceptualization, design/co-design and implementation of continuous improvement initiatives.  The role will direct the development and implementation of strategies for stakeholder/government engagement and outreach activities aimed at establishing internal and external relationships, partners, and networks critical to moving ONWA’s mandate forward.

The Senior Strategy Implementation & Intergovernmental Operational Advisor will support ONWA’s International, National and Provincial Advocacy to further the agencies strategic issues and amplify Indigenous Women’s voices and Leadership. They will represent ONWA by leading and/or participating in special projects, task forces, program forums and workings groups internally and externally to ensure the effective monitoring of developments, integration of efforts, identification of issues and opportunities to influence the overall indigenous women’s agenda at all levels of government.

Reporting to the Senior Director Strategy & Communications, the Senior Strategy Implementation & Intergovernmental Operational Advisor will provide intellectual, technical, and logistical expertise to the strategic operational and implementation planning of ONWA by developing, coordinating, and monitoring key processes, activities, and resolving any issues among internal stakeholders. They will be responsible for developing, implementing, and maintaining ONWA’s International, National and Provincial strategies to further the agencies mandate; and provide operational subject matter expertise to provide strategic advice, guidance, and support to leadership. The Senior Strategy Implementation & Intergovernmental Operational Advisor will support multiple stakeholders in developing and maintaining, the agencies strategic planning process and operational plans. They will also support the development and management of program outcomes and comprehensive performance measurement frameworks.

QUALIFICATIONS:

  • Degree in Political Science, Indigenous Governance, Public Administration, Business Administration, or a related field; along with a minimum 5 years’ experience in providing strategic and operational development, implementation, support, and advice for a not for profit organization and/or government.
  • Extensive experience in end-to-end policy development, including critical analysis, option development and evidence-based decision-making using an Indigenous Gender Based Analysis lens.
  • Extensive experience in project management and delivery in strategic planning and accountability processes in a not for profit, including planning, establishing priorities, anticipating issues, and implementing recommendations across functional teams and work groups.
  • Demonstrated experience in supporting executive decision making and experience in providing expert evidence-based strategic and operational recommendations and advice to leadership that aligns with strategic organizational priorities and key mandate objectives.
  • Extensive experience establishing work plans and team priority plans to ensure coordinated, quality output while working in a fast-paced, dynamic environment.
  • Demonstrated formal experience working within nonprofit governance structures and processes.
  • Experience in utilizing research and policy tools/methods and extensive experience leading policy and strategy development activities.
  • Demonstrated experience in developing and presenting policy advice to Executive and Senior leadership (both written and verbal), Community Partners, and Government stakeholders.
  • Effective written communication skills to clearly articulate context, background, advice, options, and other considerations through reports, briefing materials or submissions in a way that is easy to understand and identify key messaging.
  • Experience in developing and maintaining stakeholder partnerships to exchange information, collaborate, and generate consensus.
  • Excellent relationship building skills with the ability to maintain positive relationships with both internal and external stakeholders.
  • Must be dependable, able to follow instructions, respond to management direction and be able to improve performance through management feedback.
  • Capacity to solve problems and to see different perspectives.
  • Ability to plan, organize and manage time effectively.
  • Highly motivated individual with the ability to work with minimal supervision.
  • Excellent organizational and communication skills and an ability to follow through on assigned duties independently with strict deadlines.
  • Proficient working knowledge of MS Office Software, internet, and general office equipment.
  • Ability to travel.
  • Reliable vehicle, appropriate vehicle insurance coverage and valid Ontario “G” class driver’s license.
  • Current, valid vulnerable sector screening. Valid 1st Aid/ CPR.
  • A cellular phone and internet access is required within this position
  • Must be willing and able to work a flexible working from home arrangement if required. This may include a combination of virtual remote work in your home and in office arrangements.  This will be based on operational needs and will be determined by the ONWA.
  • Ability to speak an Indigenous Language is considered an asset.
  • ONWA is committed on implementing measures to protect its community members, staff, and other stakeholders from COVID-19. As a result, ONWA has implemented a mandatory vaccination policy. Exemptions will be made for those with a valid medical exemption; proof of the exemption will be required.

  • Trauma-Based Practice Informed Understands to incorporate a trauma-informed approach to recognize and respond to all forms of trauma and the necessity of supporting Indigenous women in a culture of tradition and safety in her healing journey.
  • She is Wise Leadership Informed Understands to incorporate the Four Agreements within daily responsibilities and combined with ONWA’s cultural teachings contribute to the empowerment and leadership of Indigenous women within their communities.

RESPONSIBILITIES – SPECIFIC:

  1. Manages the development of ONWA’s strategic initiatives and implementation under the direction of the Senior Director Strategy and Communications, including the development of ONWA’s Provincial, National and International strategies and implementation plans.
  2. Provides strategic guidance to the Senior Leadership Team on the status, planning, implementation and coordination of department projects, and assists the executive management team in promoting the vision, mission, guiding principles and strategic objectives of the agency.
  3. Provides project focused support to all ONWA stakeholders to advance organizational strategic goals and objectives.
  4. Contributes to the integration of strategic initiatives into operational policies, programs, and services.
  5. Provides leadership, direction, and support in developing and implementing policies, programs, standards, and guidelines/procedures into the organization’s portfolios plans.
  6. Provides direction and leadership for centralized issues coordination for a broad range of issues, trends and developments including across Ontario and other jurisdictions.
  7. Works cross-functionally with key stakeholders across each of the portfolios and business areas in assessing and recommending continuous improvement opportunities that align with the organization’s strategic priorities.
  8. Supports portfolios as they prepare annual plans, to ensure integration of strategic priorities and alignment across the organization.
  9. Cultivates strong relationships across the ONWA and with external partners to maintain and advance identified priorities and key initiatives.
  10. Represents the organization by leading and/or participating on special projects, task forces, program forums and working groups internally and externally to ensure the effective monitoring of developments, integration of efforts, identification of issues and opportunities to influence the overall indigenous women’s agenda.
  11. Assists in the development and management of program outcomes, comprehensive performance measurement frameworks and best practices to measure, evaluate, and report on the effectiveness of existing programs/initiatives/practices. Leverages analytics and reporting to uncover new opportunities and drive organizational strategies that meet the mandate and objectives of the ONWA.
  12. Supports the tracking, evaluation, and reporting on the effectiveness of recommendations and initiatives that have cross sectional involvement and implications and provides strategic advice to help ensure success.
  13. Conducts organization reviews to identify strengths and weaknesses and to evaluate operational effectiveness and provides recommendations based on emerging trends.
  14. Recommends due diligence requirements and conducts analysis to align initiatives with strategic priorities, organizational mandates, and the ONWA’s vision and values.
  15. Other duties as assigned.

RESPONSIBILITIES – ADMINISTRATIVE:

  1. Complete monthly reports and submit to Manager and/or Director when required
  2. Complete quarterly reports on or before the requested due date
  3. Complete reports to funders as required
  4. Complete and attend supervisions with Manager and/or Director on a regular basis
  5. Complete up to date data tracking, written reports and case notes that are in alignment with ONWA policies and procedures
  6. Other reports or admin work as assigned.
  7. Overall responsibility for implementation tracker and all ongoing operations attached to overall performance management framework.

ACCOUNTABILITY:

The Senior Strategy Implementation & Intergovernmental Operational Advisor will be directly accountable to the Senior Director Strategy & Communications for the proper completion of the functions outlined in the job description.
