  • The Ministry seeks to obtain a literature review and jurisdictional scan report that will review the current science, practices and trends relevant to the management of legacy oil and gas wells and related petroleum emergencies and sub-surface gas migration issues.
  • Scope of Work
The Vendor shall research and review appropriate government, academic and industry reports/literature, as well as the publications and practices of jurisdictions comparable to the Province of Ontario, to determine, analyze and summarize the current best practices, established and cutting-edge science/engineering, industry trends and mitigation strategies (and the impacts thereof) for managing risks from legacy oil and gas wells in Ontario. The Vendor shall document such work in a comprehensive literature review and jurisdictional scan report to be provided to the Ministry (the “LRJS Report”) that provides valuable insight for the development and implementation of an action plan.
  • The province will use the LRJS to support evidence-based decision-making related to the development of management and mitigation strategies to address risks from legacy oil and gas wells and gas migration.
  • Needed for January 31, 2024
