Job Description

Major Responsibilities:

The primary function of the Superintendent, Area Road Operations is to provide leadership and supervision for running a yard responsible for the expressway operations for both the Don Valley Parkway and Frederick G. Gardiner Expressway and to maintain the above ground operation within the District. In addition to the expressways, the Superintendent will also be involved with arterial, minor arterial, collector, local roads and lane ways. The maintenance may include but is not limited to: the inspection of all the above mentioned roads, sidewalk repairs, street sweeping and flushing, curb cuts, utility cut repairs, catch basin and maintenance hole repairs, boulevard repair, ditches/culverts, bridge repairs, manual litter collection, grass cutting, safety attenuation systems, emergency repairs, resurfacing, winter maintenance activities (ploughing, salting, snow removal).

  • Co-ordinates the closure of expressways in order to accommodate maintenance, construction and on special events within the City
  • Manages contracted and in-house winter service activities, which include roads/expressway patrol, snow removal, salting, plowing and laneway de-icing.
  • Allocates human, fiscal, technical and material resources within assigned area
  • Establishes priorities in assigning work to the staff
  • Ensures works facilities and equipment are properly maintained
  • Supervises and trains assigned staff in Health and Safety and Technical issues, administers policies and procedures, collective agreements, including the grievance and arbitration process
  • Ensures quality and quantity of work and services meets divisional standards and that the work is performed in compliance with all legislative regulations, including Occupational Health and Safety Act and regulations
  • Makes recommendations and assists the manager in effective planning, implementation and delivery of services
  • Assesses current practices, making recommendations to increase operational efficiencies
  • Delivers quality customer service by investigating complaints and implements actions for resolution
  • Manages claims and attends discoveries on behalf of the City
  • Responsible for the effective administration of assigned staff, including the preparation of job descriptions, hiring and training of employees, attendance management, performance management (appraisals), etc.
  • Deals on a day to day basis with Union officials in resolving concerns
  • Responsible for effective maintenance and replacement of Fleet including Traffic Planning/ROW Management and Traffic Operations

Key Qualifications:

  1. Post-secondary education in a discipline pertinent to the job function or equivalent combination of education and experience.
  2. Management experience gained through several years of progressively responsible positions in the delivery of Transportation Services with the ability to manage a diverse workforce.
  3. Extensive experience in unionized environment including excleent problem solving skills when resolving union issues.
  4. Possession of a valid Ontario Class “G” Driver’s License and the ability to pass a test and be qualified to receive a City Operator’s License.
  5. Extensive technical knowledge of roads and bridge structures maintenance and construction procedures and policies.
  6. Knowledge of expressway operations both for winter and summer activities.
  7. The ability to initiate and implement procedures and measures to increase operational efficiency and effectiveness.
  8. Highly developed problem solving and interpersonal skills, tact, sound judgement and excellent overall communication skills.
  9. Knowledge of employment, labour and safety legislation and regulations that apply to this work.
  10. Knowledge of SAP and TMMS business systems or other municipal maintenance management or budget systems.
  11. Knowledge of key Fleet management principles.
  12. Advanced written and verbal communication skills with the ability to communicate at all levels of the organization and with the public.
  13. Effective decision-making that promotes and fosters teamwork with the ability to lead change, be flexible and responsive, develop staff capabilities and introduce new business practices.
  14. Have ability to be on standby to respond to emergencies and winter control operations.
  15. Be able to drive for extended periods in inclement weather.
  16. Work beyond normal business hours and weekends, when necessary.
